Finance Committee recommends $404K lead line loan, Flock camera termination advances

A $404,250 state loan to replace private lead service lines won a unanimous recommendation from Appleton’s Finance Committee this week, taking a key step toward addressing water infrastructure. Several other city panels advanced items ranging from surveillance-technology oversight to event permits ahead of the summer festival season.

Finance Committee

The Finance Committee voted 3-0 on June 22 to recommend accepting a Safe Drinking Water Loan Program loan of $404,250, with 50 percent principal forgiveness, to replace private lead service lines. The committee also recommended the related budget amendment and a resolution authorizing the mayor to execute the loan agreement.

In separate 3-0 votes, the committee recommended awarding a $212,790 caulking contract for the police department and rejecting a $347,720 storm sewer bid.

Safety and Licensing Committee

Meeting June 24, the committee recommended ending the city’s use of Flock cameras on a 4-0 vote. It also approved Resolution #9-R-26, which establishes public oversight for automated license plate readers and mass surveillance technologies, by the same 4-0 tally. A separate resolution calling for immediate revocation of Flock cameras was received and filed on a 3-1 vote. The panel held a truancy ordinance resolution until July 8.

The committee approved temporary premises amendments for Riverside Bar & Grill, Fox River House and Emmett’s Bar and Grill for Mile of Music, and a temporary Class B beer license for the Appleton Fox Cities Kiwanis Club’s July 19 event. Late cigarette, tobacco and vaping license renewals for 2026-2027 were also approved.

On June 30, the committee voted 4-0 to approve a temporary Class B beer license for American Legion Post 38’s July 3 Fourth of July celebration at Veterans Memorial Park.

Parks and Recreation Committee

On June 22, the committee approved the Veterans Memorial Concept Plan, a Mile of Music request to extend alcohol sales and a private special event permit for U.S. Venture, all by 4-0 votes with one member excused.

Fox Cities Transit Commission

The commission met June 23 and used voice votes to approve the May 2026 payment report and recommend a wireless equipment and data plan award.

Cancelled meeting

The Appleton Public Arts Committee’s July 1 meeting was cancelled due to a lack of quorum. Agenda items had included a possible peace pole installation at Ellen Kort Peace Park and the election of a new vice chair.
