Avon City Council to discuss rezoning 95 acres, major Chester Road changes at work session

Avon City Council will hold a work session Monday, July 6, to discuss two rezoning proposals that could reshape large swaths of the city, including 95 acres at Just Imagine Drive and Nagel Road. No final votes are expected at the work session, but the discussions set the stage for future decisions.

Council work session: Two major rezoning proposals

The council will discuss Ordinance 74-26, which would rezone 95.24 acres at Just Imagine Drive and Nagel Road to general business (C-4). The property is currently zoned for agricultural/residential use. A second proposal, Ordinance 65-26, would rezone a 5-acre parcel at 34550 Chester Road from C-4/O-2 to C-4/M-1/O-2, adding general industrial uses to the existing commercial zoning.

Also on the agenda: authorizing bids for resurfacing Mills Road from Stoney Ridge Road to the Westlake boundary (Resolution R-11-26), and for a pedestrian bridge at the Traxler Family Arboretum (Resolution R-12-26). The council will also discuss public right-of-way excavation practices.

Past meetings: No decisions yet reported

Two meetings occurred in the past two weeks, but minutes showing final votes have not yet been published. On June 22, council held a public hearing on the Chester Road rezoning (the same 5-acre parcel) and considered extending temporary moratoriums on assisted living facilities, short-term rentals, and car washes/self-storage. That meeting also included a proposal to convey Stone River Drive to the Lorain County Metro Park District.

On July 1, the Board of Zoning and Building Appeals heard 12 variance requests. Among the notable items was a request from Sprouts Farmers Market at 35130 Chester Road for a 15-foot setback variance and articulation spacing relief. Several homeowners also sought driveway extensions through rights-of-way on St. Gregory Way and other streets. The board also considered a rear-yard setback variance for a deck, an in-ground pool with fence in a drainage easement, and a front-yard fence height variance. Outcomes for all items are pending publication of meeting minutes.
