Gallup council considers $1M EPA water line grant, advances pedestrian safety spending

The Gallup City Council’s recent agendas centered on infrastructure, public safety and land use, led by a proposed $1 million federal grant to replace old cast iron water lines on 2nd Street and a $55,439 allocation for pedestrian crossing design work.

Water line grant

At its June 23 meeting, the council was scheduled to vote on accepting a $1 million Environmental Protection Agency grant with a $250,000 local match to replace cast iron water lines along 2nd Street from U.S. Highway 66 to Green Avenue. The project aims to address lead contamination. Minutes from that meeting were not yet published at the time of this roundup.

Detox services agreement

Also on the June 23 agenda was a proposed $835,000 agreement with NCI for fiscal year 2027 detox administration and operations.

Pedestrian crossing funding

A June 29 special meeting agenda included a resolution to spend $55,439 from the general fund to pay Wilson & Company for design work on pedestrian safety improvements at 2nd and 3rd Streets. The council was also expected to approve a permit for the July 4 Stars & Stripes celebration, including a drone show and a road closure on Park Avenue, as well as resolutions adopting the city’s infrastructure capital improvement plans for fiscal years 2028 through 2032 and amendments to the Renewable Resource Generating System program.

Budget transfers and consent items

The June 23 agenda carried several budget adjustments totaling more than $2.3 million moved across funds for infrastructure projects: $1,438,268 from fund 391 to fund 507, $853,667 from fund 301 to fund 216, and $105,743 from fund 101 to fund 301. Consent items included a budget transfer to close out the Indian Hills Park lighting project and a police equipment reimbursement.

Lodger’s tax grant

The council was set to recommend a $7,000 lodger’s tax grant for the 24 Hours in the Enchanted Forest event at McGaffey Campground, less than the $11,974 originally requested.

Right-of-way vacation for mobile home park

In a land-use action, the June 23 agenda proposed vacating public rights-of-way for Hillcrest Street, Wade Circle and a 20-foot alley to allow replatting 32 lots into a single mobile home park lot at 2410–2414 E. Aztec Avenue.

Coming up

The Planning and Zoning Commission meets July 8 and will hold a public hearing on Case #26-00600002, a request by Gallup Land Partners to rezone approximately 12.78 acres east and west of the Gallup Sports Complex from Rural Holding Zone to General Commercial.
