High Point boards weigh transit funding split, rezoning proposal

High Point’s transportation planning body considered how to divide federal transit funds among local agencies, while the Planning and Zoning Commission held a public hearing on a rezoning request and the Board of Adjustment took up a watershed variance. Outcomes of votes were not immediately available.

Transportation funding

The High Point Metropolitan Planning Organization’s Transportation Advisory Committee met June 23 with a scheduled vote on allocating Fiscal Year 2026 Section 5307 federal transit funds. The agenda called for a decision on how to split the funds among local providers, though the proposed percentages were not included in the meeting notice.

The committee’s consent agenda included three amendments to the 2026–2035 Metropolitan Transportation Improvement Program, moving project timelines. Preliminary engineering for a $4.16 million multi-use facility on Cedrow Drive in High Point would be delayed to FY26. Two Norfolk Southern railroad improvements were also pushed back: $4.07 million for Jamestown siding construction to FY28, and $2.04 million for Lexington lead track construction to FY29.

Informational updates covered amendments to the Unified Planning Work Program and P8.0 scores that rank statewide mobility projects for funding.

Rezoning along West Lexington Avenue

The Planning and Zoning Commission held a public hearing June 23 on Zoning Map Amendment 26-04. The proposal would rezone approximately 4.34 acres across six parcels. Five office parcels along West Lexington Avenue would switch from CU-TO, a conditional-use transitional office district, to the TO district, which allows office development without a conditional permit. One multifamily residential parcel near Rockspring Road would change from CU RM-16 to RM-16, similarly removing the conditional-use requirement for multifamily housing. The hearing was the first step before a possible commission recommendation on the amendment.

Commissioners also reviewed proposed updates to their rules of procedure and were expected to approve minutes from the May 26 meeting.

Watershed variance request

On July 1, the Board of Adjustment considered a major watershed variance application from Koury NST, LLC for property at 501 Gallimore Dairy Road (case VR-26-01). The applicant requested a reduction in required surface water buffers, citing a stream relocation on the site.
