Redding Oasis Center proposal discussed; upcoming meetings on housing, parks

Recent decisions

The Redding Planning Commission held a public hearing June 23 on a proposal to amend Use Permit UP-23-02 and approve a parcel map for the Redding Oasis Center. The project would allow a commercial center with hotels, restaurants, drive-throughs, retail, and a gas station on 36.5 acres at 2415-2503 Twin View Boulevard and 5840/5850 Oasis Road. The plan includes realignment of Twin View Boulevard to connect with Oasis Court. The commission also considered an addendum to the previously certified Environmental Impact Report. The properties are in an RC-SP (Regional Commercial, Specific Plan Overlay) District. Minutes from the meeting have not yet been published, so the commission's decision is not available.

Redding City Council – July 7 at 6 p.m. The council will hold a public hearing on a Site Development Permit for No Boundaries Housing to convert a single-family home into a duplex with accessory dwelling units at 2000 Hartnell Avenue. The project also includes construction of an additional duplex and two detached ADUs. The council will also consider a parcel map application to split a 9.68-acre lot at 4675 Bechelli Lane into three parcels with a cul-de-sac. Both projects were found categorically exempt from CEQA under Infill Development and other exemptions.

Board of Administrative Review – July 8 at 5:30 p.m. The board will hold public hearings on the same two items: the 2000 Hartnell Avenue housing project and the 4675 Bechelli Lane parcel map. Staff recommends approval subject to conditions, including remedying unpermitted remodels on the Hartnell property before new construction permits are issued. Both projects are found categorically exempt under CEQA Class 32 Infill Development.

Community Services Advisory Commission – July 8 at 5:30 p.m. The commission will hear a presentation from Danny Orloff of Visit Redding on tourism efforts. Updates will be provided on Sports Park, Panorama Park, South City Park, and Caldwell Park. The consent calendar includes approval of minutes and acceptance of reports on Parks Maintenance Activity for May and June 2026, Recreation and Marketing Activity for April and May 2026, and Grants and Donations Tracking through June 2026.
