South Rockford industrial TIF district clears committee, heads to full council
The Planning and Development Committee advanced creation of a new tax increment financing district for industrial redevelopment on the city's south side, along with a $300,000 small-business rent assistance program, during its June 22 meeting. The committee also denied funding requests from two community organizations.
South Rockford Industrial TIF district
The committee voted 3-1 to establish the South Rockford Industrial Redevelopment Project Area and to designate the area for tax increment allocation financing. The action includes termination of the existing Global Trade Park South TIF District, approved 3-1. A separate 4-0 vote granted an easement on city-owned property at 850 S. Horace Ave. to ComEd. The full City Council was scheduled to consider the TIF district on June 29.
Rent assistance approved; mobile grocery, prevention funding denied
Members approved the $300,000 "Spaces to Places" small business rent assistance program in a 4-0 vote. However, the committee split on two other funding requests. A request for $822,000 to support a Farmers Rising mobile grocery store failed on a 2-2 tie. A separate $400,000 request from Comprehensive Community Solutions for community prevention programming was denied 2-1.
Other committee actions
The committee approved termination of the Global Trade Park South TIF District on a 3-1 vote. All actions taken by the committee are subject to final approval by the City Council.
