Lyons Advances $80K LED Streetlight Plan, Short-Term Rental Rules Under Review

A sweeping streetlight conversion project moved forward this week as officials also tackled short-term rental regulations and preparations for the 2027 Sundance Film Festival. The Utilities & Engineering Board sketched out the scope of an $80,000 LED retrofit, while the Board of Trustees held public hearings on ordinances that could reshape local lodging rules and building permit requirements.

Utilities & Engineering Board

The board met July 1 to finalize plans for converting all remaining non-LED streetlights to LEDs. The estimated $80,000 project would be split between the electric and general funds.

Members discussed dimming capabilities through Bluetooth controls and compliance with Dark Skies principles. Safety improvements were also considered, including potentially adding or removing lights near fire hydrants. Dark Skies coordinator Julia Herz was included in the discussions.

The board also reviewed a project update slated for presentation to the Board of Trustees on July 6.

Board of Trustees

Trustees gathered June 29 for public hearings and a second reading on two ordinances. Ordinance 1222 would amend the town’s short-term rental regulations, while Ordinance 1223 would update the International Building Code’s appendix on grading permits.

Mayoral appointments to the Board of Adjustments, Planning & Community Development Commission, and Utilities & Engineering Board were on the agenda. The board also scheduled an executive session to discuss a legal complaint involving 0 Stickney Avenue.

Historic Preservation Commission

On June 23, the commission approved minutes from the previous month and reviewed progress on a $2,500 History Colorado grant aimed at marketing historic designation materials. Members discussed the status of the Ute Trail Marker commemorative event and future preservation goals.

The panel also addressed the tabled Lyons Town Hall designation application and reviewed upcoming meeting dates and staff availability.

Planning & Community Development Commission

A June 22 meeting centered on a public hearing for Resolution 2026-5, which proposes amendments to Chapter 16, Article 10 of the town code governing short-term rentals.

Sundance Film Festival Task Force

At its June 24 session, the task force refined a draft Special Event Lodging License (SELL) ordinance intended to manage temporary housing during the festival. Key elements include a proposed 29-day limit per calendar year or per approved event, and a restriction on RV licenses within the historic downtown corridor.

Members also reviewed a lodging and venue tracking spreadsheet and began developing a strategy to recruit outdoor media and adventure filmmakers.

Coming up

The Board of Trustees holds two sessions on July 6: a morning workshop on the Pavement Management Plan and a utilities-engineering orientation, followed by an evening meeting. The regular meeting includes a public hearing on Ordinance 1221 (revising the board appointment process), continued discussion on the Stantec area-wide plan and town hall remediation, and consideration of a fee waiver for the Hootenanny event at Bohn Park on Aug. 6.

The Sundance Film Festival Task Force also meets July 6 to review the newly adopted SELL ordinance and coordinate transit and outreach plans.
