question about Accessibility to its upcoming Cable TV survey.
b. Draft Community Survey - After discussing adding an Accessibility-related question,
the need to shorten the survey’s descriptive overview and the Committee’s desire to
launch the survey soon, the Committee voted 4-0 to authorize Chair Sunryd to publish
the survey after making changes discussed at this meeting.
c. Draft License Agreement - After a wide-ranging discussion led by Member Hannon
describing active topics from the previous (2016) contract negotiations, including
installing physical fiber connections between Town buildings, the provision of Town
subscriber accounts, automated camera/microphone broadcasting equipment, and
funding for infrastructure needs for the Town, Schools and for Amherst Media, the

The Cable Television Advisory Committee (CTAC) is charged with the responsibility to provide

Manager implement the federally-required Ascertainment Process and negotiate with
Comcast for Cable Television services in Amherst. The Chair described the ground
rules for this official Public Hearing and asked for any comments or presentations.
b. Myra Ross, Amherst resident and Chair of Amherst’s Commission for Persons with
Disabilities, provided public comments. She stated that the voice access capability of
Comcast’s worked well and would like that service to continue. She noted that news
channels are a valuable way for persons with disabilities to maintain ties to their
various communities, and noted that news access is expensive, since they are bundled
with many other unrelated channels. She urged that Comcast provide a basic, less

Town’s future community cable-related needs.
The Cable Television Advisory Committee (CTAC) is charged with the responsibility to provide
advice and assistance in the negotiations for and compliance with the cable television license
agreement for cable television service under the framework set forth by federal and state law.
Every 10 years, the Town conducts a comprehensive review and renewal of its cable license to
ensure community needs are met and service standards maintained. Currently, Comcast is the

elements

Interest
Law,
and
Public
Records

b. Review of Current Contract, Committee Charge, and Background Material: i. Members reviewed the Committee charge and noted that the Committee’s
discussions
were
to
be
focused
on
cable
television,
not
Internet

Members
were
familiarized
with
the
current
contract
between
the
Town
and

the
relationship
between
the

and
the
companion
