All right. Meeting of the Finance Committee special meeting is called to order today, July 24th, 2026 at 105 p.m. At this time, I'll do a roll call. Alderman Thorpe, are you here? Here. Alderman O'Neill, are you here? Present. All right. And I'm here. At this time, is there a motion to approve the agenda with removing the minute approval, the approval of the minute, so that our agenda will just be R29 26? Is there a motion for that? So moved. Second. All those in favor, please say aye. Aye. Motion carries. All right. We just have R2926 on the agenda today. I think that this is something that lots of folks have lots of thoughts on, and we want to not let it linger, but also we want the full council to be able to weigh in on this. So my hope is that the Finance Committee can just rapidly vote to take no action on this, and that will allow it to move out of committee. All right. So we'll be able to move out of committee, but still give us plenty of time to discuss it on Monday night. Is there any discussion on that? Thank you so much. All right. See, is there a motion to take no action on our call? You're talking about annexation? So moved. Second. All those in favor, please say aye. Aye. All right. Motion carries. With that, is there a motion to adjourn? Motion to adjourn. Second. All those in favor, please say aye. Aye. And with that, the shortest ever Finance Committee meeting concludes. Thank you guys so much, and thanks to the city and staff for making this. Bye, everybody. …

I call this meeting to order of the Rules and City Government Committee today July 23rd, 2026, 12:13 p.m. We're going to start our agenda with a roll call. Is Alderman Brooke Shandemeier present? Thank you very much. Is Alderman Frank Thorpe present? Present. Awesome and then myself, Chair Alderman Smith-Br own. We will move forward with the approval of the agenda. Is there a motion to approve of the agenda? So moved. All right and there is a second from that two motions. Thank you. With no objection we will move forward on that. All right we have the approval of the minutes from our last two meetings. We have the June 4th, 2026 regular meeting minutes and we have the July 9th, 2026 special joint meeting minutes. We can maybe make a motion to pass both of these or move forward on both of these. Yes Alderman Shandemeier? Alderman Schandemeier: So I cannot make any vote on the joint meeting since I was not there. So make the motion. Let's move to the first then. Do you mind making a motion to the first June 4th, 2026 meeting? So moved. Thank you. Is there a second? Second. Okay if there's no objection we'll move for the second one for the July 9th meeting? So moved. All right now we'll second that. No objection. The first legislation we have is CA 226 which is 2026 expanding the Board of Supervisors of Elections membership. We appreciate Alderman Savage and myself. We are working together. We have an amendment that will merge both of the piece of legislation that I've been work …

A enseñarme cómo organizarme. Amo Annapolis.

7 a.m. on July 15th. At this time, I'll enter, oh, roll call first, Audrowoman O'Neill. President. Audrowoman Thorpe. President. And I'm here. At this time, I'll entertain a motion to approve the agenda with an amendment that moves our general discussion above supplemental appropriations. So the order would be business and miscellaneous, general discussion, then supplemental appropriations and adjournment. Is there a motion for that? So moved. Second. All those in favor, please say aye. Aye. Thank you very much. All right. Is there a motion to approve the minutes from the last finance committee meeting? So moved. Second. All those in favor, please say aye. Aye. Beautiful. All right. So, Ms. Jai, would you prefer to give us a general finance department update before budget to actuals? Do you have a preference which way we go? All right. Let's just start with the budget to actuals. So, first of all, thank you so much for getting these to us, to the whole team. And I will tell you just truthfully that I skimmed through it this morning. I have not had a chance to dig into it quite as much as I would have liked. But our goal here really is just to look through this and be able to ask you any questions. But also, if there's anything off the bat that you think that you want to call our attention to, I'd put the baton in your hands before we start peppering you. Good morning, everyone. So, of course, this is my first time actually looking at this report. And it's a wealth of informat …
