at the April 24 th session at 1 :00 to 1 :30 pm.
There will be no policy decisions made, or actions taken by the Council during
this workshop meeting.

Browning and Kathy Bowmen of the Belgrade Community Library Foundation Board were also in attendance. Vallerie Otto
of the Foundation Board was absent. Circulation Aide Larissa Orman attended to take minutes and present the digital
Board packet. Library Specialist Karrica Egbert attended the meeting to introduce herself to the board.

Belgrade Community Library Community Room
Date: February 23, 2026, 7:00 PM
The following board members were in attendance: Sandy Lee, Jim Simon, Matthew Anderson,
Ali Vasarella, and Nolan Morgan.
City staff in attendance included: Community and Economic Development Director Katharine
King, Senior Planner Brad Stein, and Planner I Emily Martinez.
Others in attendance were Addie Mentry, Todd Waller, and Gordan Hardaway.
Lee opened the meeting with the calling of the first discussion item on the agenda.

Mattimoe called the meeting to order. Board Directors in attendance were Jamie Rosemary,
Emily Decker, Clint Steadman, Renae Mattimoe, Diana Perry, and Joseph Bernhardt.
Director Alex Cady was not in attendance.
City official in attendance was Parks and Recreation Director Jordan Green.
Mr. Bill Feniger joined the meeting at 6:34 PM.

The Belgrade City Council will vote on two consent items authorizing the City Manager to install fiber between Quaw and City Hall and to contract with Liberty Scanning for digitizing and secure destruction of hard‑copy records. It will hold public hearings on two zone map amendments: one for the property at the northwest corner of Jackrabbit Lane and Cameron Bridge Road (The Foundry) to become a Master Planned Community district, and another for part of the Copper Ranch owned by Yellowstone Crossings HC, LLC to become a Community Living district. The Council will also discuss mayoral appointments to several advisory boards.

Howard, Anna Klompien, Scott Mullen, and Library Director Alina Prunean attended. Circulation Aide Larissa Orman
attended to take minutes and present the digital Board packet. Jason Guffey was absent. Kathleen Godfrey attended the
beginning of the meeting to report on her new position at the library.

Alina called Kathleen up to the podium, and Kathleen reintroduced herself. She has been here as the library
specialist for about 12 years. Kathleen has been the primary backup children’s librarian for and applied for
the youth services position in December, went through the interview process, and started in January. She is
currently working both positions until her replacement arrives. She is excited to work with the youth. She is
looking forward to working with Rebecca more as Rebecca continues to work with the teens. It will be a new
challenge to keep up with all the different aspects. She enjoys

inform the development of the Land Use Plan. He summarized survey demographics, key topics,
and recurring themes.
Board members asked questions and commented on public concerns. Charles Trowell and
Katharine King stated that these concerns will be addressed in the Land Use Plan and noted the
City’s ongoing public engagement efforts.
Charles Trowell outlined next steps in the process to meet MLUPA requirements.

Belgrade Regional Parks, Trails, and Recreation District Board Director ex officio Renae Mattimoe called
the meeting to order. Board Directors in attendance were Jamie Rosemary, Emily Decker, Clint Steadman,
Renae Mattimoe, Diana Perry, and Alex Cady.
Director Joseph Bernhardt was not in attendance.
City staff in attendance were Parks Director Jordan Green and Assistant City Manager Greg Tryon.
PUBLIC FORUM
Having called three times for public comment, Director ex officio Renae Mattimoe closed the public
forum.

Director Jordan Green delivered the staff report. He noted that this winter is especially quiet for the Parks
Department due to the unusual weather. The Parks staff has been using the extra time to work on
maintenance around the City parks. They will be evaluating paint, equipment, and other park features to
guide future maintenance as well.
Director Green reported that new signage has been installed at the disc golf course. Ad
