I. Call to order – Pledge and Prayer
The Boonville City Council met in Regular Session on September 8, 2026, at 7:00
p.m. in the Council Chambers located at 525 East Spring Street, Boonville, Missouri.
The following officers were present: Randy Ayers, Sergeant at Arms; Mike Conway,
Mayor; Kate Fjell, City Administrator. Amber Davis, City Clerk. Brad Wooldridge, City
Attorney, was absent. The meeting was called to order. Barry Elbert led the prayer
after the Pledge of Allegiance

The following council representatives were present: Barry Elbert, Whitney Venable,
Drew Davis, Tanner Bechtel, Hallie Thompson, Evan Melkersman, Andrew Cowherd,
and Sy Harvell.

Council Chambers located at 525 East Spring Street, Boonville, Missouri. The following

Administrator. Amber Davis, City Clerk, and Brad Wooldridge, City Attorney. The meeting was

The following council representatives were present: Andrew Cowherd, Sy Harvell, Barry

III. Hearing of Citizens' Comments
Tao. Lundolos, a senior software engineer came before the council and spoke in support of
the Boonville Police Department’s use of license plate reader (LPR) technology, particularly
for stolen vehicles and Amber Alerts.
His main concern was how Boonville’s LPR data is stored and who can access it. He
explained that:
• Boonville owns its Leonardo Elsag cameras, unlike the Cooper County Sheriff’s Flock
cameras, which operate through a corporate cloud subscription.

that they have begun moving to the new library building. Ms. Abele stated that the library
committee is planning to do a bookworm on July 30th to move the last of the books from the

Chambers located at 525 East Spring Street, Boonville, Missouri. The following officers were
present. Randy Ayers, Sergeant at Arms; Kate Fjell, City Administrator; Ned Beach, Mayor;
Amber Davis, City Clerk; and Brad Wooldridge, City Counselor. The meeting was called to
order. Andrew Cowherd led the prayer after the Pledge of Allegiance.
