We have no items of legislative business, and I think that's the first time this year that I've not had any items of legislative business. We do have one item, though. That I want to discuss, we received as counsel a memo from Shelly Goodrich, our Director of Finance, July 22nd, 2026. The city has an investment policy statement, and Section 33.005, subsection P, requires city council or their designee to do a review of the investment policy statement annually. Essentially, an investment policy statement is, here are the types of things as a city, and this is governed statutorily, that we will invest in. These are the kinds of things that are permitted. First of all, we have the income tax report for the six months ended June 30, 2026. And I'll recognize our director of finance, and I'll recognize our director of finance to go over that with us. Thank you. So as you can see, overall, the city's income tax collections remain essentially flat through the same period in 2026 as 2025, decreasing only 0.20% compared to 2025. The good news is withholding tax collections. The good news is withholding tax collections increased 3.23 %, indicating continued strength in local employment wage growth, while individual income tax collections remained essentially unchanged, decreasing just 0.33%. These gains, though, were largely offset by a 12.5% decline in net profit tax collections, suggesting that businesses continue to maintain payroll, but many are experiencing lower profitability, likely due to slower economic growth or higher operating costs. So overall, the good data is that the city's employment base remains healthy, but business profitability has soft ened a little bit. Comparatively, we will continue to monitor net profit collections closely throughout the remainder of the year to determine whether this trend persists or it gets better. variance to allow a driveway that has a width of 36’ within 10’ of the road
right-of-way line. This driveway was previously installed at a width of 56’.
This does not comply with GCO Chapter 157, Planning and Development
Code, specifically 157.134(7)(B)(3)(b) which specifies a maximum
driveway width of 24’ within 10’ of the Right-Of-Way; Mr. Pritt is therefore

Competitive bidding.
The Mayor shall be the contracting officer of the City and shall award and execute all
contracts on behalf of the City (except as otherwise provided in this Charter and except
that Council may also authorize contracts). When awarding contracts, the Mayor shall
follow the procedures established by Council by ordinance or resolution, which
procedures may include but shall not be limited to matters pertaining to competitive
bidding. The Mayor shall follow the procedures established by the general laws of the
State of Ohio until Council shall provide for such procedures by ordinance or resolution.

Just to give you a kind of a broad overview of the project, our clients are looking to reuse the existing Rite Aid, abandoned Rite Aid store at the corner of South Main and 6 19. Make sure I'm all squared up here. Okay. Obvious advantages to this site and this property is there 's an existing building of sufficient size, good quality of construction, not many repairs would be required. It's an open space within it to accommodate a number of uses, and specific to this project, convenience store use. There's actually quite a bit of space on the side facing 6 19 that would allow for the placement of new gas pumps, canopy, parking, and entry into the building. So that's just an image of the existing site. To the east of it is a car wash, drive-through car wash. And then to the north east is Bueller's grocery store.
