Tacoma Council weighs $5.09M police grant and utility tax increase to 7.5%
The Tacoma City Council meets October 6, 2026 to take up resolutions and ordinances, including a $5,090,974 state criminal justice grant for the police department, three multi-family housing tax exemption agreements, and a final vote on raising utility tax rates from 6% to 7.5% effective January 1, 2027. Council to raise utility tax to 7.5% per voter-approved Proposition 1
The Tacoma City Council will consider several resolutions and ordinances, including final adoption of a utility tax rate increase from 6% to 7.5% effective January 1, 2027, as approved by voters in August. The council will also vote on collective bargaining agreements with Teamsters Local 313 and Local 117, and approve contracts for solid waste trucks and sewer replacement.

Council to discuss public safety sales tax and police partnership
The Tacoma City Council study session will hear briefings on a proposed public safety sales tax and the Tacoma Public Safety Partnership with the police chief. Council members will also discuss policy options for improving local hire and apprenticeship outcomes, and consider sponsorship and flag competition requests. The meeting includes an executive session on pending litigation.

PLEASE. THE PASSAGE THROUGH THE ACTION IN JANUARY. THE TAX BECAME EFFECTIVE TO US APRIL 1ST. IT IS PROJECTED TO GENERATE $16 MILLION ON A BIANNUAL BASIS. ABOUT $8 MILLION PER YEAR. THIS ALSO SUPPORTS TACOMA'S ELIGIBILITY FOR STATE GRANTS. WITHIN HOUSE BILL 2015 IT IS A SPECIFIC PORTION FOR $100 MILLION TO RETAIN POLICE OFFICERS AND STAFF.HAT IS THE BACKGROUND. WE HAVE COLLECTED ABOUT $1.3 MILLION PER YEAR TO DATE. WE GENERATE ABOUT $600,000 WORTH OF SALES TAX AT THIS POINT. WE ANTICIPATE SOME FUND BALANCE WITHIN THIS REVENUE SOURCE. JUST FOR BACKGROUND, THIS IS VERY MUCH LIKE MANY OTHER REVENUE OPTIONS FOR THE CITY. WE WOULD LIKE TO COLLECT THE PROCEEDS AND KEEP THESE FUNDS. IT'S NOT SOMETHING THAT WE WOULD RECOMMEND TODAY TO EXPAND AT THIS TIME. WE WOULD LIKE TO SEE WHAT WE COLLECT AS WE MOVE FORWARD. THESE PROPOSALS ARE FOR THE NEXT BIENNIUM. WITH THAT, WE ARE ADVANCING THE SLIDE HERE. OKAY, PERFECT. I WANT TO BRIEFLY DISCUSS, OVER THE SUMMER WE HAVE HAD DIRECTOR ESPARZA WORK CLOSELY WITH COMMUNITY SERVICES. THESE ARE THE COMPREHENSIVE WAYS IN WHICH WE CAN APPROACH THESE. WE WANT THE COUNCIL TO REINFORCE AND GIVE COMMUNITY SAFETY. WE TOOK THESE TO HEART TO SEE WHAT WE COULD PROVIDE TO DO THE MOST GOOD AS PROPOSED. ALONG WITH ADDRESSING THE CITY COUNCIL PRIORITIES. WE ARE IN THE MIDST OF DEVELOPING THE BIENNIAL BUDGET. Council to award $4.95M refuse truck contract, approve labor deals
The Tacoma City Council will vote on several resolutions and ordinances, including a $4.95 million contract for eight CNG refuse trucks, a $1.54 million utility audit contract, and collective bargaining agreements with IBEW Local 483 and AFSCME Local 120. They will also consider a landmark designation for the North Union Avenue Greenway and an eminent domain ordinance for a stormwater project. Public comment is scheduled.
- Contract to Dobbs Peterbilt LLC for $4,950,126 (plus 10% contingency) for eight CNG side-loader refuse trucks (RES41991)
- Contract to Baker Tilly US LLP for $1,541,000 for annual utility audit services (RES41989)
- Collective bargaining agreements with IBEW Local 483 (Supervisors' and Custodial units) and AFSCME Local 120 (RES41994-41997)
- Ordinance to acquire easement rights by eminent domain along vacated alley between Puyallup Avenue and East 25th Street for stormwater trunk main (ORD29117)
