Welcome to the Clark County Zoning Meeting. Before we begin, we'd like to briefly explain how today's meeting works and how you can participate. Today's agenda includes different types of items the Board of County Commissioners will discuss and may vote on. Some items are routine and may be approved together in one vote, while others are considered individually and may include a public hearing. Sometimes an agenda item may be held at the request of a commissioner or county staff. When an item is held, it will not be discussed or voted on during today's meeting and will be brought back at a future meeting. There are two opportunities for public comment during this meeting, and it's important to understand the difference. The first public comment period takes place at the beginning of the meeting. This public comment is only for items that are listed on today's agenda. Comments during this time must relate to a specific agenda item. If you wish to speak about a particular agenda item, you may comment at the beginning of the meeting, or you may wait to see if that item is discussed later and includes an opportunity for public comment when the item is being considered. Some routine items may be approved together as part of what is called the consent agenda. If you do not agree with a staff recommendation for one of these items, you must request that that item be removed before the board takes action. If it is not removed, it may be approved early in the meeting as part of a singl …

Thank you. Good morning. Our August 18th, 2026 Board of County Commission meeting will come to order. Please stand for the invocation by Pastor Adrian Dahl, followed by the Pledge of Allegiance. I would invite those who are comfortable to join with me in prayer. God of all grace, as we begin this day, we pause to give thanks. We thank you for the gift of this community, we thank you for the beauty of these lands and the resources we find in its soil. May we never take for granted the blessings you have entr usted in our hands. Give us wisdom and give us wisdom and creativity to respond to the challenges and possibilities of our time. May we always welcome those who come to this region for employment, for opportunity, and a new beginning. As students across Clark County enter this fall semester, we thank you for teachers who share their talents, for volunteers who give up their time, and for safety patrol officers and walking guards who watch over our youth. We thank you for our elected officials and those who work tirelessly to serve our county and state. We pray that you would guide them in their decisions. We thank you for each of our commissioners. May they know the gratitude of this county. And enable each one of us, as public servants and ordinary citizens, to look within ourselves and ask how we might make a difference for the good of all people. Amen. Would you join me in the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to t …

concerning the death of Justin Walsh on January 6, 2026. My name is Ozzy Fumo and I will be presiding over today's proceeding. This review is being held because the Clark County District Attorney's Office has made a preliminary determination that no criminal prosecution of the officers involved in the death of Justin Walsh is appropriate. Clark County Ordinance Chapter 2.12 requires a public review following such a determination. This is not a trial. The purpose of today's proceeding is to present the public with essential facts surrounding the death of Mr. Walsh. Chief Deputy District Attorney Gian carlo Pesci will present today's fact-finding review on behalf of the District Attorney's Office. He will determine the witness or witnesses to be called. The ordinance does not provide subpoena power on my behalf nor does it allow for any other party to call witnesses. Will ard Ewing has been appointed to be the ombudsman. He represents both the public and the Walsh family. He will have the opportunity to ask questions of the witness or witnesses. The procedure for questioning witnesses shall be informal with the view to providing the public with relevant information regarding the use of force. The rules of evidence shall not be strictly enforced. Members of the public observing this review may submit proposed written questions on forms located in the back of this room and present it to one of the officers. I will ask the questions unless I determine whether it is irrelevant, red …

Thank you. We're way over on Thank you. Good morning. Thank you. Mormons are also known as the Church of Jesus Christ of L atter-day Saints. Religion protects child abusers. That's not just Arizona, that's in Nevada. Guess what? Here in Clark County, the whole state, you protect child abusers, rapists, murderers, and pedoph iles, and the clergymen and the clergywomen that know about it and keep it a secret. That's in Nevada Revised Statutes 432B.220. It even outlies the abuse. What can these monsters do to children under state law that can be kept a secret with the clergy? The incest, physical mental injury, sexual exploitation, mutilating their genitals, sadomasochistic abuse, and human trafficking, pornography, burning, cutting, biting, causing internal bleeding, fracturing their bones and skull , and so on. That's in the state law. Let's go through the list of the clergy you bring in here who can keep those secrets. You bring in Reverend Will Rucker, Stacy Hilton, Chaplain Brian Scroggins, Pastor Adrian Dahl, Rabbi Cantor Jessica Hutchins. So, ma'am, that's where we're going to draw the line, all right? You can go ahead with your comments. You don't have to name names of people who have been before us before. They say their names when they come here. And that's good for them to do. I can say their names, too. You can proceed with your public comment without slandering people. These are the people you bring in that are on the agenda. I'm reciting what's on the agenda. Pasto …

All right. We're on the air, so can we get the meeting started? I'll call it to order. Roll call. Good evening. Chair Frazier? Here. Vice Chair Mujica? She's on the line. She's on the phone. She's here. Commissioner Stone? Here. Commissioner Kirk? Here. Commissioner Gielarski? Commissioner Brady? Excuse? Commissioner Roitman? He is on the way. Not present. He's not present, but he is on the way. He'll be here shortly. Thank you. All right. Having done roll call, we'll just go to the first item business, which is public comment. Seeing no one in the audience and no one coming down to speak on any items, we will close public comments and we'll start the briefing. Go ahead. Mr. Chair, I just wanted to acknowledge that I'm on the meeting. Yes, ma'am. We got you. Thank you. Good evening, Mr. Chairman, commissioners. As always, I introduce myself. I'm Hunter White and I'll be taking everyone on our adventure of the planning commission tonight. We have a total of ten items. We'll have one item on the routine agenda with the remaining on the non-routine. So we'll go ahead and get started with that one routine item. That's going to be item number four. It is a use permit for a private invitation-only e-sports and digital creation facility. They basically host video game tournaments and studio sessions. They'll have about 20 to 220 attendees, two to six times per month. Staff is recommending approval essentially because everything is going to be contained within the office warehouse bu …

You may comment at the beginning of the meeting, or you may wait to see if that item is discussed later and includes an opportunity for public comment when the item is being considered. Some routine items may be approved together as part of what is called the Consent Agenda. If you do not agree with a staff recommendation for one of these items, you must request that that item be removed before the board takes action. If it is not removed, it may be approved early in the meeting as part of a single vote. Items that are not routine are considered one at a time and may include an opportunity for public comment before the board votes. When it's time to speak, please come forward. There are three microphones available, including a handheld microphone if you have documents you would like to show. If you wish to show a document, an overhead camera may be used at the direction of the board chair. Please do not display documents that contain personal or sensitive information. When speaking, please talk directly into the microphone, clearly, and at a steady volume. This helps ensure your comments are heard and recorded as part of the public record. Speakers are required to state their name, spell their last name, and state their address. At the end of the meeting, there is a second public comment period. This final public comment is for items not listed on the agenda. No action may be taken on those comments at that time. All public comments are limited to three minutes unless otherwi …

Thank you. grant award of $75,000 towards their $110 total project cost. So in total, this comprehensive slate represents 26 exceptional projects that maximize public safety, economic leverage, and cultural identity across our district. We request the board's approval for agenda item four, and I 'm happy to answer any questions. Thank you, Mr. Dagger. I appreciate that extensive presentation today and for the tremendous amount of work that went into this. So thank you, Director Coleman. Also, shout out to Grow America, who was our partner in the grant application process that really streamlined it and made it a lot easier. Just to give a sense for the rigor, all of the applicants had to submit three bids along with their application, in addition to backup documentation , and all of the safety upgrades. The cameras had to be in coordination with Metro's existing security system. And so a lot of work went into this, and this is what rede velopment is really about. This is really trying to get that return on investment of the dollars that we're collecting in the redevelopment area and investing them back and getting matches from the property owners that will not only benefit them, but will benefit the entire corridor. So any comments, questions from the board? Chair, you just hit what I was going to say, which to me, that 62% of private investment is the biggest success story in all of this. And I want to compliment you and Mr. Dagger for ensuring that we really are leveraging t …

Gracias.

He sido entrenador de béisbol, he jugado béisbol y ahora entreno a mis nietos.
