Commissioner Penacerrada made a motion to approve the last meeting’s minutes, and
Commissioner Zhen made a 2nd. The minutes were approved unanimously.
Summary
Presentation: Daly City Business License Renewals
Staff provided an overview of the City's annual business license renewal process and
discussed how Commissioners can assist with communicating important renewal
information to Daly City businesses.
Staff reported that the Business License Division sends courtesy renewal reminders by
mail and email in August, with additional notices sent in February for delinquent accounts.
Business owners remain responsible for renewing their licenses regardless of whether
they receive a reminder. The annual business license tax is due October 1.
Commissioners were encouraged to remind businesses within their networks of the
deadline and encourage early renewal.
Staff clarified the distinction between the business license year and the income year used

Commission Chair Radwan commenced the meeting at 7:05 PM.
Roll Call:
Present: Amro Radwan ,John Penacerrada, Joseph Bautista
Absent: Weiyi Mikko Zhen, Maria Carson

Approval of Minutes:
Chair Radwan asked Commissioners to review the April 9, 2026 Meeting Minutes.
Commissioner Penacerrada made a motion to approve the last meeting’s minutes, and
Commissioner Bautista made a 2nd. The minutes were approved unanimously.
Summary
Presentation: Resources to Help Daly City Entrepreneurs Start and Grow Their
Businesses
Shakil Ali provided a presentation on entrepreneurship resources available through the
City's partnership with Renaissance Entrepreneurship Center.
Ali emphasized the importance of creating a clear pathway between aspiring
entrepreneurs and the resources necessary to establish and grow sustainable
businesses. Available assistance includes business planning, marketing and branding,
legal workshops, access to capital, website assistance, and other technical assistance.
Ali summarized the objective as making it easier for Daly City residents to "start a
business, grow a business, and stay in a business," noting that the challenge is often not
a lack of entrepreneurial talent, but the gap between having an idea and knowing what …

Arts and Culture Commission
Arts Commission to discuss Dia de los Muertos and future exhibits
