Present were Councilmembers Jeff Winterborne, Jeff` McCloud, Matthew Rodriguez, Andrew Schoenberger, Jay Hynicker, and J. Marc Hershey. Also present were Borough Manager Ann Roda, Public Works Director Jeff Kinsey and Elizabethtown Police Chief Derek Koch. Mayor Clark and Assistant Borough Manager Pamela Roberts were absent. President Winterborne called the meeting to order at 7:00 PM. Public Comment David Bowie, 629 S. Market Street, expressed frustration on Pennsylvania not having representation in federal celebrations of the 250th anniversary and thanked Pennsylvania Senators Fetterman and McCormick for attending. He also asked for details of Elizabethtown’s Hometown America Fourth of July celebration and fireworks. Meeting Minutes After a motion from Councilmember Hynicker and second by Vice President McCloud, Borough Council voted unanimously to approve the June 18, 2026 and the June 22, 2026 Public Meeting minutes. Conditional Use Hearing for 502 S Market Street At 7:00 PM, President Winterborne called for the conditional use hearing for 502 S Market Street, Elizabethtown PA 17022 to begin. The applicant, Inch’s Properties, LLC, sought conditional use approval to create a 10-unit apartment building in the R-3 High-Density Residential Zoning District. The application was relative to Chapter 27, Part 8, §905 "Conditional Uses" and Chapter 27, Part 15, §1504 "Apartments (Garden Apartments/Apartment Houses)". Borough Solicitor Josele Cleary provided an overview of the hearing rules and procedures and stated the conditional use hearing was properly advertised. Nila Grose of 530 S Peach Alley requested party status to the hearing. The applicant provided testimony on the application and the proceedings were transcribed by a court reporter. Borough Council had a few questions for the applicant and Ms. Grose asked if there will be any renovations to the exterior of the structure. Mayor Clark administered the oath of office to Matthew Rodriguez, Jay Hynicker, and J. Marc Hershey before calling the meeting to order at 6:04 PM. Present were Councilmembers Matt Rodriguez, Andrew Schoenberger, J. Marc Hershey, Jeff McCloud, Jay Hynicker, and Jeff Winterborne. Also present were Borough Manager Ann Roda, Assistant Borough Manager Pamela Roberts, Public Works Director Jeff Kinsey, Elizabethtown Police Chief Derek Koch, and Mayor Phil Clark. Nominations and Election of Council President & Vice President Mayor Clark opened the floor for nominations for Council President. Councilmember Schoenberger nominated Jeff Winterborne to serve as Council President for calendar years 2026- 2027. Councilmember McCloud nominated J. Marc Hershey to serve as Council President for calendar years 2026-2027. With no further nominations, Mayor Clark called for a vote.
