Assistant Town Manager Chris Pettit stated that the Town’s temporary moratorium ends March 31 at
11:59 PM after completing both the downtown master plan and comprehensive plan. However, updates
to the Zoning and Town Codes are still needed to align with these plans. If this ordinance is approved
and enacted, a new 6-month moratorium would prevent new residential or industrial developments,
however allowing for certain exemptions. The moratorium would expire on September 30th, 2026,
unless extended by Council.

The Fort Mill Town Council will conduct public hearings on several land‑use proposals, including annexing about 73.843 acres for mixed‑use zoning and rezoning smaller parcels in the Arden Mill area. Chairman Mark Kerr asked for a motion to approve Planning Commission meeting minutes
from January 20, 2026, to be made. Vice Chairman Matt Lucarelli requested changes to the
minutes. Vice Chairman Lucarelli noted a misspelling of the word asked on page three and
requested a rewrite of the motion for approval of old business, to better capture the motion.
Chairman Mark Kerr asked for a motion to approve Planning Commission meeting minutes
from January 20, 2026, to be made. Commissioner Dan Stout made the motion. Commissioner
Erin Pratt seconded the motion. The motion to approve the minutes from February 17, 2026, was
approved by a vote of 6-0.

Blair seconded the motion. The motion was approved by a vote of 6-0.
Chairman Williams asked for a nomination of a vice chairperson. Thomas Tretheway nominated

The Fort Mill Historic Review Board approved a Certificate of Appropriateness for the project at 104 Williamson St, covering window selection, façade treatment, demolition and restoration work, contingent on State Historic Preservation Office approval. Chairwoman Megan Brinton asked for a motion to approve Historic Review Board meeting minutes
from January 13, 2026, to be made. Commissioner Walker made the motion. Commissioner Leventis

1. Request for Certification of Appropriateness at Fort Mill History Museum
Deputy Planning Director Joey Adams-Raczkowski presented the request for a Certificate of

full hard and softscape renovation but were hoping to propose a six-phase project, with phase one
being the topic of discussion for tonight’s meeting. This phase will include the construction of an
ADA-complaint handicap ramp, brick pavers at the end of the ramp, completion of a previously

Chairwoman Megan Brinton called the Historic Review Board meeting to order at 4:31 p.m. on
Tuesday, January 13th, 2026.
ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
Elizabeth Leventis made a motion to elect Megan Brinton as Chairperson. Scott Couchenour
seconded the motion. The motion to elect Megan Brinton as Chairperson was approved by a vote
of 6-0.
Mr. Couchenour made a motion to elect David Booth as Vice Chairperson. Ms. Leventis
seconded the motion. The motion to elect David Booth as the Vice Chairperson was approved by
a vote of 6-0.
APPROV AL OF MINUTES
Chairwoman Megan Brinton asked for a motion to approve Historic Review Board meeting
minutes from October 14th. 2025 to be made. Scott Couchenour made the motion. Joanne Walker
seconded the motion. The motion to approve the minutes from October 14th, 2025, was approved
by a vote of 6-0.

Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to speak.

Mayor Savage provided the invocation.
ELECTION OF MAYOR PRO TEM
Councilmembers voted by ballot. 5 votes were cast for Ronnie Helms and 1 vote was cast for Chris
Wolfe. Therefore, Ronnie Helms was elected as Mayor Pro Tem for a term of one year.

Joshua Bistromowitz of 201 Skipper Street spoke about the need for enhanced pedestrian safety in
downtown, walking to and from Walter Elisha Park.
Stephanie Kelly of 203 Skipper Street spoke about the need for enhanced pedestrian safety in
downtown and requested additional Yield to Pedestrian and caution signage.
Scott Couchenour of 122 W. Oak Street spoke against school interdistrict transfers.
