Mayor McClure presented a proclamation to Becky Burkett with the Rockwall Chapter of the National
Society of the Daughters of the American Revolution, declaring September 17 through September 23,
2026, as Constitution Week in the City of Heath, Texas, encouraging all citizens to reaffirm the ideals
of the Framers of the Constitution.

City Manager Steven Alexander introduced and welcomed the City of Heath's new Public Works
Director, Preston Jones. Mayor McClure thanked the residents for their efforts regarding water
conservation during the summer months.

his service and many contributions. Mr. Hettinger completed his two-year term in July 2026
and elected to not continue on the board.

Assistant City Manager Chelsey Gordon reported that the Texas Parks and Wildlife grant
application for the Marsha's Happy Haven project was submitted in early August. The
application seeks a matching grant of $750,000. Awards are expected to be announced in
January.
Additionally, Chairman Holland highlighted the successful installation of a new life jacket
station at Terry Park in partnership with Cook Children's.

City Manager Steven Alexander presented the Proposed Budget and Plan of Municipal Services for
Fiscal year 2026-27. The Budget Workshop Agenda included:

ordinance approving the FY 2026-27 Master 4Fee Schedule.
The Property Tax Rates include
