I'm going to call this meeting of the community of the whole to order. And our first item of business is a proclamation for Hispanic Heritage Month, so I'm going to go to the podium and be joined by Mr. Davis and other members of the community. [Pause] So before I read the proclamation, I'll point out that one of the things that we continue to have conversations about on this commission and in the community is how to be a truly welcoming community. And it's, our city always continues to change and fortunately we do have new people who join us. I think our city manager found, did a little research recently and found out that about one in ten of people who identify as black in our community actually weren't born in the United States. So there are lots of communities that were members of that community weren't in fact born in the U.S. and are new not just to this community but to our country. Our Hispanic community in Grand Rapids has grown dramatically and in fact the most recent stats I looked at the, our black or African American community in town is about equal in size to our Hispanic community at this point. So they're both about one sixth of the Grand Rapids population and that's a number that's really increased. And as my friend, Kierma Sunez always points out, it's expected to increase even more in the coming years. Good morning everyone. The time is now 9:15. We are going to get the Community Development Committee started. We have eight items this morning. The first is a resolution accepting the transportation management plan. Is there a motion? Support. Who has it? Good morning. Yeah, good morning. So this is our transportation asset management plan. So in 2018 the state of Michigan enacted Act 325 which amended our 1951 Public Act 51. We always talk about Act 51 road funding. So one of the requirements with that funding is that we need to provide an asset management plan that guides our investment in our local street system and that has to be updated every three years. So this is the update. The last time it was updated was 2023 and it covers our streets, bridges, stormwater and traffic signal assets. Wonderful. What was the process for creating this plan? So following the vital streets, so we talked about the previous proceedings, right? In February of 2014 we adopted the vital street and sidewalk investment guideline. And then in December of 2016 we adopted the vital streets plan. And those were based on asset management. So when you read the transportation asset management plan, we quite intentionally include in appendices that kind of that history and how we got to this point starting with sustainability. And how we got to this point starting with sustainable streets. We do that for a couple of reasons so that everyone can see the story from beginning to end and how we 've evolved …

Morning. We will call the committee on appointments to order at 8 a.m. We have a very short agenda. Ms. Bosker, if you could please lead us through a discussion on the current board and commission vacancy list as of September 22, 2026. Sure. I did want to mention that there are two resignations that will be on tonight's agenda. There were two members of quarter improvement authorities who had job changes, so they no longer qualify. So we'll add those to the list. And I did want to highlight just in general, we don't have many applications for the South Division Granville Avenue, which now has two vacancies. So that's one I wanted to mention. And then also I received, I was contacted by the liaison for the assessor's board of review that they are, have one vacancy and may have another. There's term limits on that body. So by the time they meet again next spring, they were looking to hopefully have more applicants in. So we wanted to get the word out on that one. And then additionally, we did some administrative things on the back end, updated our application, and added the vac ancy list, the residency, members of residency to the vac ancy list for the quarter improvement authorities, as was mentioned at the last meeting. And then have just been working on plugging away at the end of year appointments and getting prepared for that. Well, thank you very much, Ms. Bosker. The first one being a resolution authorizing execution of a memorandum of understanding with Kent County for fiscal year 2026, the Byrne Memorial Just Assistance Grant, also known as JAG, for funds totaling $198,363. I'm here for Mr. Tucker this morning and this is an annual process that we go through to receive the JAG funds from the Department of Justice. We are eligible for resources in a joint application with Kent County and we've done this for many years now. And the city uses its funding for our neighborhood-based crime prevention programs that our neighborhoods apply for through our neighborhood investment plan and Kent County Sheriff's Department typically uses their share for technology improvements. These resources will actually be allocated in the upcoming neighborhood investment plan process, which would start in January of 2027. Oh, and I should note that we also, off the top, since we administer the grant, we take 10%, which is the allowable amount through the program. Thank you so much, Ms. Bohach. Questions, colleagues? I just want to express my thanks to the labor movement of this country, past, present, and future. So with that, our first item this morning is a resolution setting Tuesday, September 22nd, 2025. This should be 2026. At 7pm, the date the City Commission will convene a public hearing to sit as Board of Review to hear appeals on special assessment, nuisance roll 8808. Support. Support, good morning. Good morning. So this is for the nuisance roll. On July 21 of this year, the commission issued an order for the assessor to create the special assessment roll number 8808. This is for unpaid charges for services and code violations issued between January and June of 2026. So these charges stem from miscellaneous services such as housing violations, yard violations, rental certifications, and blight monitoring. Property owners were affected by these charges were sent the notices on August 14th. That included the amount of the charges as well as information on the appeal process. The roll has is available in the assessor's office and has been open for inspection. The city's charter requires a public hearing to allow property owners affected by the special assessment a right to appeal. So I will preface this by saying that I'm going to read a proclamation on welcoming week, but this is part of our larger framework of what I'll say is our commitment to making it very, very clear that everyone who's a resident in our community is equally valued and respected, and we have a vision, at least, that everyone in our community is equally supported. And there's always more work to do in that space, and we all know from personal experience that it's one thing to have someone say that you're welcome . It's another thing to feel welcomed and to feel real inclusion. And I don't know that I want to say ownership, because I'm not really all that into owning things, but feeling like you're an equal member of the community and you have an equal voice. And how we know people in Grand Rapids are entitled to that is if they are residents. Not if they are, we don't have passports in Grand Rapids, and we don't have citizenship requirements. So I'm Jonathan Overman I'm the administrative service officer for the development center and pleased to present our development center report for August of 2026 our focus continues to be on Monitoring our plan review times and inspection services when it comes to mechanical inspection and that division in whole Right now we are still at about four weeks out for inspections scheduling, but staff are doing a tremendous job of squeezing Contractors in to make sure that we can try to address their needs ahead of time before their scheduled appointment This entails a lot of like if an inspector is going to be Within like a few blocks of a site They'll stop in and squeeze extra inspection and while they're out there As far as review timelines go our residential and Lutz review timelines continue to stay near our five-day target They're running just a little bit above that at about five point seven days on average The commercial side of things is our outlier where the average is about eight days largely due to the mechanical review delay On that front we have secured a former inspector On the basically the 700 hour Club where they are doing solely mechanical inspection reviewer plan review And then also just a note on units just looking at where we've been so far this year There are two over 2,000 units currently permitted and under …

He was not able to make it today. So, the first item up for business is an update on our medical priority and wellness work from our fire chief. All right. Good afternoon. This is a midpoint update on our medical priority and wellness response team. Just a brief reminder, this is not the hot team that is still operating full force daily out in the streets. This is an additional preventative type program that the fire department has been exploring and this falls under the term community risk reduction, much like our fire prevention division does with smoke alarms and education on the fire side. This is a very similar type program on the medical side, which comprises about 64% of our responses. We entered this in partnership with Corwell Health. And we're going to be able to share with you just a few outcomes that we've experienced in the first six months of this program operating. I think he has a video to show us, among other things. Yes. Good morning, Mayor and Commissioners, and you are correct. We will show you a video in just a couple minutes, but first we want to make some introductory remarks and welcome our guests. So I'm pleased to introduce the resolution before you this morning to establish a formal sister city relationship between Grand Rapids and Dnipro, Ukraine. Grand Rapids has participated in the sister cities movement for approximately 40 years, and at their best, these relationships are an expression of citizen diplomacy. Those relationships create connections between people and institutions across national borders through cultural and educational exchange, economic and civic cooperation, and ultimately friendship. That mission feels particularly meaningful in the case of D nipro. Our formal relationship began in 2022, following Russia's invasion of Ukraine. When Grand Rapids sought a tangible way to express our solidarity with the people of Ukraine, Dnipro subsequently became Grand Rapids' first friendship city. And over the years since, Grand Rapids' sister city is international. It's Dnipro committee, city officials, and our counterparts in Dnipro have continued building this re …

Okay, calling this meeting of the Economic Development Project team to order. Our first item up is an update from the right place, and I saw Mr. Thalen. There he is. He's still here. Thank you, Mayor. As Mr. Thalen and Mr. Mraz comes up, we're always pleased to have the right place provide an economic update on what 's happening in the city and the region. And there's a lot of good and exciting projects that are happening. Many of them require your approval or authorization at some point in the past or will at some point in the future. And so I asked them to give us an overview today of what are some of the things that they are excited about and some of the things that we should be concerned about and put on our radar. Thank you. Thank you for the opportunity to be here. Also, shout out to the city staff that I've met or connected with earlier in the back of the room. Always in the back of the room, guys, never up front. But thanks for the partnership with the right place. Last year, we celebrated our 40th year serving the region. Really proud of the work we've been able to achieve together across the region. Over that 40-year window of time, 56,000 jobs have been created, impacted by our work, and over $6 billion of new investment. Really pleased with that progress. And if you pull back, as I'll show in a minute, and just look at how greater Grand Rapids fits within the context of the Midwest, what we've been able to accomplish is truly remarkable. Welcome to the Grand Rapids City Commission Meeting. This session is the final process in the
consideration of the items listed on the following agenda. All of these agenda items have been
thoroughly reviewed and discussed in the various Standing Committees of the City Commission

Expected Meeting Procedures
1. Depending on the meeting there can be multiple opportunities for public

2. You may only speak once on each issue.
