Welcome everyone. It is Thursday, July 23rd, 2026, 5:30 p.m., and this meeting of the Huntsville City Council is called to order. We are met in the chambers City Hall in Huntsville, Alabama, we welcome everyone who has joined us here in the chambers and who is joining us remotely, um, you may notice that our numbers are down a bit tonight, we miss Mayor Battle and Council member David Little there, both out of town, and we look forward to having them rejoin. Us at our next meeting, uh, but be assured a quorum of the council is present, and we will conduct our business tonight. We will begin by an invocation offered by one of our Huntsville, Alabama public safety chaplains Chaplain Scott Lowry, he will be followed by Pledge of Allegiance, uh, which we led by council member Bill Kling, all who wish to stand for the invocation and pledge, please do so. It's been a privilege to serve this my 20th year as a volunteer police chaplain, we've seen a lot happen. I stood beside Mayor Battle in the hallway of UAH when there were no words to speak 16 years ago, we've seen God bless this community tremendously, may we never take those blessings for granted. The City Council will hold public hearings and vote on several rezonings, including a 73-acre site on Greenbrier Road to Commercial Industrial Park. All right, everyone Welcome to this meeting of the Huntsville City Council. It is Thursday, February 26, 2026, 5:30 p.m. and we are met in the council chambers in the city of Huntsville, Alabama. We extend a special welcome to those. We have a lot of people here in the chambers tonight, and it looks like it's Huntsville City Schools night in the city council chambers. We welcomed Superintendent Doctor Clarence Sutton, a council president or a board president Carlos Matthews, and board members Holly McCarty and Chandra Jones who are joining us tonight. We're going to hear a presentation from uh Doctor Sutton later on in the meeting. We also have a lot of other, uh athletes and, and uh cyber patriots here that we're going to be honoring tonight. It is still actionable and under a scope that is totally arbitrary Nowhere in this document does it say that it's for crimes against children. So if you do make it actionable again, who's to say what that scope will look like? What will they be doing? We don't know. So there is a termination clause in that understanding where all you have to do is sign for a 30 day notice to rescind that agreement. Even not you know, agreeing to things that invisible is proposing, which the city absolutely needs to do moving forward. We absolutely have to do that. Who are doing some amazing work in the area of smooth jazz and then LA based Pamela Williams, a veteran saxophonist who was named top new female contemporary jazz artist in 1996. Her first album spent over 5 months on the Billboard charts, and she has been blazing the trails ever since, and we're excited about having Pamela for the first time here in Huntsville. Finally, on September 28th, the pre-opening act is multi- Grammy award winning producer Kelvin Wootton, who was a phenomenal producer, songwriter and musician, will have an amazing band. Kelvin is doing some great things in the music space and we're glad to have him. Our opening act is a very interesting opening act. It's probably the first time a lot of people will see something like this, but it is a jazz double bass experience with Phylicia Ray and Jacob Webb. They have a phenomenal combo. They also have obtained 7 number one billboard records under their belt, and they're doing some amazing work in the area of smooth jazz. And then finally, my personal favorite, this is his. Third time coming, his name is BK Jackson. He's an international saxophonist who electrifies audiences, and he's done so consistently for the past 2 years at Jazz in the Park. The Huntsville City Council will hold a public hearing and consider an ordinance to rezone 27.61 acres west of Old Big Cove Rd and north of Buford Dr to Residence 2 District. The council also will hear nuisance abatement cases at 2209 Apache Dr NW and 2407 Oakwood Ave NW, and set a hearing for a 572.48-acre rezoning (Harris Farm). Numerous contracts and resolutions for park projects, budget amendments, and board appointments are also on the agenda.

Free and open to the public in the new venue at Big Spring Park West, which means whether you're a jazz aficionado or just curious, there is a space for you out there, and that's what we want to keep building a music ecosystem where everybody feels welcome and we're attracting world class talent. Can we ask about the road? I was going to ask about the Miller Lane, is that a county road? Miller Lane is multi-jurisdictional, but I'll lean over to traffic engineering that they may have a better assessment of what those counts look like and what impact looks like for this development as well. I mean, it looks like most of the traffic is going to be turning and going to the, uh, east out to out to the major at 2:31. Is that right? Yes, we would assume that most of the traffic is going to go to that um traffic signal that is to the east, um, and so when, when the time comes in this develops, we would, um, assess that traffic signal to see if any. Signal timings and things like that can be modified to allow for that extra traffic, um, as for the width of the road, I'm not aware of any projects that are coming in, um, I know that this development is widening the road in front of their property um, but I'm not aware so they're improving the section in front of their property, but the, the areas to the east and west are not being improved. Go ahead. I just. Yes, I think they're widening the road and they're widening the road in front of their property and I'm not aware of any projects in the other portion. OK.
