If anyone wishes to address the Commission on any item considered at this meeting before or
during the Commission’s consideration of that item, please fill out a Speaker Request Form and
submit it to the Secretary.

Members of the public are entitled under the Brown Act (Government Code §54950 et

Rezoning Application RZ-2025-01415, comprising amendments to the City’s Zoning
Ordinance which are responsive to State laws that address homeless/emergency
shelters, low barrier navigation centers, farm worker housing and supportive housing.
Recommendation:
Conduct a public hearing and, upon conclusion, forward a recommendation that the
City Council (1) find that the amendments to the Redding Municipal Code (RMC) are
exempt from the California Environmental Quality Act; and (2) adopt the Ordinance
amending Title 18, Zoning, of the Redding Municipal Code as specified in the draft
Ordinance.
If anyone wishes to address the Planning Commission on any item considered at this meeting
