Discussion was held and Committee members were reminded that this
application is for a portable concrete batch plant. The Planning Board will act as lead
agency for the SEQR determination. Comments from the DEC and the Town of Grand
Island have been received in addition to previous comments from the NYS DOT and
copies of these communications are attached hereto.
It was noted that this is a previously disturbed site that is surrounded by
landfill property and that a SWPPP application has been submitted. Site plan concerns
were discussed, including, but not limited to:

Mr. Metzger moved that the minutes of the SEQR Committee meeting
held May 13, 2026, be approved as typed and presented.
Seconded by Mr. Pekarski.

SEQR Committee Recommendations.
1. 1121 Sheridan Drive – Site Plan Review and New SUP.
Discussion was held and Committee members were advised that the
SWPPP application and TENORM study have been received. The SWPPP application
is being reviewed but it was noted that the water will flow into catch basins and be split
to direct to existing DOT stormwater connections. The application does include the new
building showing roof drainage . It was also noted that the TENORM study indicated
normal levels with no exceedance. Committee members also discussed the need for a
site plan that shows the potential phasing of the project to reflect the conditions
represented in the SWPPP. In addition, Committee members were reminded that the
Planning Board recommended approval of the SUP at its March 4, 2026 meeting.

The Town of Tonawanda Public Library Board of Trustees approved the purchase of a new flagpole for the Kenmore location, accepted the Open Meeting Policy and Study Room Use Policy without changes, and approved the agenda, minutes, and treasurer's report. The board also recommended submitting a NYS Construction Grant for the Kenmore roof replacement and noted that both libraries will receive $25,000 each in unrestricted funds from Assemblyman Bill Conrad.

The meeting was called to order at 5:32 and was held at the Kenilworth location.
Motion made by Annette, seconded by Sharon to approve the agenda as
presented. Motion carried.
Motion made by Tom seconded by Marney, to accept the minutes of the
May12,2026 meeting as presented. Motion carried.
Motion made by Sharon, seconded by Kathy, to accept the treasurer’s report
which included a review of payables and Key Bank statements. Motion carried.
Board Chair Report- Rick thanked Sharon, Mark, Marney and Mary for their work
on the library’s Strategic Plan. The work group gathered input from staff, and
patrons, which included high rate of satisfaction along with good suggestions. This
will be a working document and will be reviewed quarterly.
Sharon gave summary of the last A.C. T. meeting which was held at the Collins
Library. The next A.C.T. meeting will be held in October at the Niagara St. Library.
Library Director Report-
Review of monthly library use and programs is attached; Kenmore remains #3 in
circulation in the B&ECPL System.
We will invite Angela Marinucci from Central to assist with our FOIL and Disaster
policies and to provide updates on changes with NY State’s minimal standard
policies.

held April 8, 2026, be approved as typed and presented.

1. 1121 Sheridan Drive – Site Plan Review and Amend SUP.
Discussion was held and Committee members were advised that the
applicant is still moving forward with the SWPPP application and TENORM study, with
that report expected soon. This matter was tabled pending receipt of these items. .
2. 169 Sheridan Parkside Drive – Sale.
Discussion was held and Mr. Reilly advised that this could be a Type 2 action. It
was noted that this is just for the sale of the old school building parcel with the Town retaining
ownership of the adjoining parcel. It was noted that the purchaser may require an easement for
driveway access.
