Kent City Council holds a committee meeting on October 7, 2026, following a Democracy Day public hearing and a Board of Control session. The meeting was called to order at 7:00 p.m.

MOTION:
Mr. Szygenda moved to excuse Michelle Sahr from the September 21, 2026
meeting. Ms. Kennedy seconded the motion. The motion passed 3-0.

PREAMBLE
The Board of Zoning Appeals, Kent citizens serving without pay, hear evidence at public meetings
both in support of and in opposition to an applicant’s request before rendering a decision.
Generally, the Board will decide to approve or deny each requested application at the meeting that
it hears the testimony. Some decisions may be continued for further review. Once a decision has
been made, the case is closed for the Board, as there is no provision in the code for the Board to
reopen a case. If the petitioner disagrees with the findings of the Board, there are only two proper
procedures. One is to resubmit a revision of the request that is more compatible with the code and
the second is to file an appeal in the Common Pleas Court. Anyone interested in appealing a
decision of the Board is advised to seek private legal counsel.

Public Comment – Anyone wishing to address Council must submit their written
comments to the Clerk of Council at [email protected] by 4:30pm on the
meeting day. If also requesting to speak at the meeting, comments are limited to
three (3) minutes.

Written Communication (on file in Clerk of Council’s office)
5.2.1 On July 20, 2026, the agenda for the July 27, 2026 Board of Zoning Appeals
meeting was received and posted.
5.2.2 On July 30, 2026, a letter was received in the Clerk’s office, registering a
complaint about the restrictions that the City’s noise ordinance places on
residents. The letter was shared with Council.

MINUTES
At 7:00pm, Mayor Amrhein called the Regular City Council meeting to order.
Present:
Ms. Melissa Celko; Mr. Jeff Clapper; Mr. Eric Dreger; Ms. Heidi Shaffer Bish;
Mr. Benjamin Tipton; Mr. Robin Turner; Ms. Tracy Wallach; Ms. Sarah Wesley
Also Present: Mr. Jack Amrhein, Mayor and President of Council; Ms. Kathy Coleman, Clerk of
Council; Mr. Dave Ruller, City Manager; Ms. Bridget Susel, Community
Development Director; Jim Bowling, City Engineer; Fire
Chief Jamie Samels;
Dominique Bollenbacher, Community Outreach Coordinator; Ms. Melanie Baker;
Service Director; Ms. Angela Manley; Parks & Recreation Director; Police Chief
Gary Stone; Jordan Snyder, IT Technician
Motion to excuse Mr. Turner and Mr. Hook was made by Ms. Shaffer Bish, seconded by Mr.
Dreger, and carried by voice vote, with Mr. Clapper voting no. (Mr. Turner arrived after roll call.)
OPENING REMARKS and PLEDGE OF ALLEGIANCE
Ms. Shaffer Bish offered opening remarks then led Council in the Pledge of Allegiance.
SWEARING IN OF POLICE CHIEF GARY STONE
Mayor Amrhein swore in Police Chief Gary Stone, who then spoke to Council and the audience,
expressing appreciation for the opportunity to serve as Chief of Police for the City of Kent.
PROCLAMATION FOR AARON RUGGLES
Mayor Amrhein read a proclamation in memory of Aaron Ruggles who was instrumental in Kent9s
