out we're being noticed. We want to see ourselves. We're not reflected in a lot of things. And there's over 40,000 Afro-Latinos in the LA area alone. As a child, right, whenever I took a test in school, it would always say black, not of Hispanic descent, white, not of Hispanic descent or Hispanic. And I felt like the culture never gave space for who I am. I am a black man. I come from the Hispanic culture. I was raised in a Panamanian household. Moments like this give other kids like me an opportunity to know that there are people out there like them who cross cultures. And it's not even cross cultures. We're one culture. And we get to just be in that for a day. It's just a vibe, man. We're all excited to be here. We're good. Yes we are. Okay. All right. Mr. Lee, can you begin by doing roll call? Yes. Councilmember Padilla. Present. Councilmember Lee. Councilmember Otto. Here. Very good. We got two present. Okay, before we begin, I want to say that it has been a pleasure to be the chair of Government Operations Committee for the last couple of years. I have really enjoyed working with ITAGD and from what I can see in the crowd today, many of you know, we were able to move cannabis out of plumb and into here so we could be more intentional about, you know, working with this industry and making sure that it was something that we can all be proud of and really get it out of the woodworks and make it into a thriving industry that, you know, has less stigma, so to speak, and really be an industry that can help bring in a good source of a tax base based on instruction from our voters. So but that's okay. We're going to continue this work. We're going to continue to do the work of cannabis in the Public Works Committee. And I believe it will be moving over to rules. And we and GSD will be moving over to arts, arts and parks. So for those of you who are following, that will be the new format. But for now, thank you all for working with me, and it's been a pleasure to be working with you in this committee. And of course, my Valley neighbor, John Lee. So now let's have a productive meeting. Thank you all for being here. So we're going to move forward with taking public comment on individual agen …

We have Arthur Hodge first. Okay, I want to comment on the chart for a minute. Thank you so much. I am a lawyer in my presentation of more than 30 licensed businesses. I have appeared before the cannabis committee more than a dozen times. I am here to say no, I believe that the cannabis commission should make its own decisions by taking into account the letters from other neighborhood councils. We have already included these groups in the dialogue and we collaborate with these neighborhood councils and the commission is to make a decision on these matters. Uh, many times they do a lot, they write to the applicants and there is a lot of opposition to a single applicant. Many of the protests and official advice have to …

And that person said that he was called to call immigration. And the truth is that since we don't have doors, we are in danger. And they just gave us a sheet for us to read uh regarding what we had to do in these cases. And then they told us to go back to work. That's why for us it's really important to have a training outside of McDonald's. Thank you. Good afternoon, my name is Williams and I am a fast food worker . I have been working at Jack in the Box for over 9 years. I am a single mother of six. I ca n't go to any of the back-to- school nights. My children lost their father a year ago. I didn't have time to grieve properly, so I'm asking you to please support us in our labor ordinance. This is something that is not only important to me and my family, but to all these workers you see here. We went through so much helping our communities, feeding our communities. My feet hurt, my hands hurt, but I love doing what I do, feeding my community. This is a pleasure. I know my clients' orders as well as I know my monkey's palm. As soon as a customer walks through the door, I already know what they're going to want. So, by saying this, I am asking you to please support us and give us our training. That's all we 're asking for. Thank you, speaker. Their time has expired. Good afternoon, council members. them, sounds like them, and comes from the same areas and culture. So, uh, visual representation is what we're going to see today. Afro Latinos as a whole and the broader Latino communities, we're often invisiblized. We often are never credited for any of the contributions that we've made to the Latin American community as a whole. So today is really about celebrating us, celebrating our africanness and celebrating our negritude. I remember a time where Afro Latino wasn't even being recognized or even in the diaspora of entertainment, or even being categorized as Afro-Latino. So now we're being noticed. We want to see ourselves. We're not reflected in a lot of things, and there's over 40,000 Afro Latinos in the LA area alone as a child, right? Whenever I took a test in school, it would always say black, not of Hispanic descent whites, not of Hispanic descent or Hispanic. And I felt like the culture never gave space for who I am. I am a black man. I come from the Hispanic culture. I was raised in a Panamanian household . Moments like this give other kids like me an opportunity to know that there are people out there like them, who cross cultures and it's not even cross cultures. We're one culture and we get to just be in that for a day. It's just a vibe, man. We're all excited to be here. Can we take care of it now or do you want to discuss the item? Simple amendment. Great. Go ahead. Simple amendment that was asked for by Cao and which is basically to add in the Bureau of Street Services and the report back so that the amendment would read. I therefore move that the Cao, with support from the Department of City Planning, Office of Forest Management and then AD and the Bureau of Street Services and City Attorney with a report back and analysis of options to In-source contract and or otherwise sustainably fund the functions currently performed by city plants, including recommendations for more efficient, streamlined structure. This funding is not only creating some large-scale events for families, but it's also all the operational costs for a farmer's market for an entire year of programming. We actually had a skeleton crew of two and myself and another manager. We're bringing four more community members on staff to help work at the market and be part of the strategy team that makes the decisions about what happens here. And we are going to be continuing with cooking classes, gardening classes, and nutrition classes, yoga and Zumba. I couldn't be more grateful to stand here in unity and solidarity with this community, the Latino community, to say that hate has no home, we are united, and we are a Los Angeles that is truly for everyone. You can't say you're a Los Angeles for everyone if you're not making sure everyone has an opportunity for upward mobility, health, and a better life. And that's what Los Angeles is about, has been about, and the L.A. Civil Rights Department today was pleased to bring this for Angelenos. Originally cast in South Korea before its transpacification, the Korean Bella Friendship is housed within a striking stone pavilion. This pagoda-style structure was meticulously crafted over 10 months by 30 artisans brought from Korea to the site. Twelve ornate columns support the pavilion, each representing the Eastern Zodiac with protective animal figures guarding their bases. To ensure its enduring legacy, this iconic landmark has benefited from a comprehensive restoration and reno …

We are here at El Nido Family Center in Pacoima to present a check of over $315,000 for the participatory budgeting program. Oh, the items. Oh, the general coming in. Item three minutes. Go ahead. That's right. So now as we see, we get to item number 72. I'm opposed to that item 64. I'm against that item. Item 99. I'm against item 42. I definitely support item 42. And I would like to thank the FBI for investigating that item. Item 73 I'm in favor of item 73 because you see in the supplemental agenda, which is there's two agendas. The FBI ordered an investigation into those funds regarding city employees. Item 31 involves the disclosures under ethics imposed in the people of the State of California versus Colonel Emil Brass. And I will quote these city employees do not ensure that their council members are not having conflicts of interest and delegating. Such is a violation of state law, unquote. So in other words, these 15 pieces of shit city employees that are council members are going to blame you, the staff, when it comes time to be indicted. You didn't do the form 700, correct? You didn't check for the council members conflicts of interest. You you are the ones who should be indicted, not us. Individual city council members. We relied on our city staff. We relied on our city employees. That's what current price is doing right now. Every one of you city attorneys and city employees are subject to being indicted. If current price wins his case. Many of these residents know they will not only be provided a free attorney, but additionally, many of the judges and commissioners will consider this a curable breach and disallow an attempted eviction, thereby causing additional nuisances on both owners and renters by the City Council. For each agenda item, with a maximum time of 3 minutes, we can call the first names Arn Corl, Michael, Roland Gutierrez and San Martinez. I'm speaking for my general comment. Number one. Number one. But what topics does he want to mention? Oh yes, one for the fireworks. Well, good afternoon. As a rental owner, I know that most tenants respect properties and residents. However, even though several landlords like myself have larger signs than I have here, like the one I distributed, which includes warnings about state laws, rent breaches, and the dangers of fireworks. Many residents know that not only will they be given a free lawyer, but many judges will take this into account and not allow an intense attempt at eviction. The City Council believes that creating more repressive ordinances will cause more owners, including myself, to be in communities and properties in Los Angeles. This is not going to end well for the residents and the city's economy. I hope they reconsider. I'll make my public comment very quickly. Next week, as the owner, we're going to have another partnership. It's something I enjoy doing. We're going to have thousands of owners. I invite you to come at 11. We'll have other officers speaking, but one of the things I like to do is walk around the floor and talk to other owners. In the past, I would have listened to where they buy the properties from, where they get the loans from, and who does the repairs. Now the conversations are about wha …
