So for the first item is Brian McMillan. >> Hello. My name is Brian McMillan. I'm a business owner, a property owner, uh and advocate for small businesses in Lake Forest. Um the city manager, this is regarding the performance evaluation for the city manager. The city manager authorized and encouraged a novel approach to eliminating businesses that she and the city council found unpleasant or inconvenient. She said or thought, "Let's let's make one of the landlords personally responsible for business license code violations of his tenants." The city manager through her code enforcement department then intentionally misinterpreted and misapplied the city's own laws as well as longstanding state and federal laws to punish a landlord. Obviously, to make an example, the city went on to intentionally ignore its it their own policies and existing laws to serve unlawful citations on this landlord. After considerable expense by the landlord, the State of California Administrative Appeals Court reverse

okay it is uh 6 34. i would like to officially call the order the regularly scheduled planning commission meeting of february 4th let the record reflect that all commissioners are present due to the pandemic and pursuant to the governor's executive order there are no members of the public present in our council chamber we encourage residents to remain engaged and watch our proceeding from home or through the city website and now commissioner ludden will lead us in the pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right thank you so much this is the time for presentation items and director of community development gail ackerman will introduce this item thank you and good evening commissioners uh the presentation item is the public works uh quarterly report um in the in the interest of keeping as few people as possible in the council chambers we've decided not to have a representative of public works here however if you have any questions um please let me know and i can contact either doug erdmann and we can get you any answers that you may need or any further updates on any of these projects okay thank you so much do any commissioners have any questions okay excellent thank you so much we have reached the public comments section of the agenda until further notice we encourage members of the public to submit their comments via email to planning commis
