I. PLEDGE OF ALLEGIANCE:
A Summer Work/Regular Meeting of the Governing Body of the Borough of Lincoln Park was held
in the Council Chambers of the Municipal Building, 34 Chapel Hill Road, Lincoln Park, New Jersey
on June 15, 2026. The Clerk Called the Meeting to Order at 7:00 PM and made the Statement of
Compliance with the Open Public Meetings Act. The Clerk advised those present where the exits
to the room were and to turn off all cell phones. After the Pledge of Allegiance, the Clerk called
the Roll showing the following:

Mayor Runfeldt read the Lincoln Park Night Out Proclamation and the Pride Month Proclamation.
Mayor Runfeldt did not read the Eagle Scouts Proclamation, he said that the Eagle Scouts
Proclamation is for their ceremony, not for tonight. Mayor Runfeldt mentioned the three Lincoln
Park residents that did get there Eagle Scouts: Bryan James Duffy, Brandon Thomas Neuhaus,
and Andrew Joseph Anderson.

Chairman Byrne called to order the regular meeting of the Board and announced the meeting
was duly advertised in compliance with the Open Public Meetings Act by notice sen t to the

RESOLUTION R26-136
WHEREAS, N.J.S.A. 54:4-3.30 provides for a full exemption from property taxation for
veterans who are 100% permanently disabled; and
WHEREAS, the Tax Assessor of the Borough of Lincoln Park has reviewed the
applications submitted by the following claimants/taxpayers and has granted full tax exemption
for the year 2025 (in whole or in part) and for all subsequent years; and
WHEREAS, preliminary taxes for 2026 were billed on the tax duplicate and must now be
cancelled; and
WHEREAS, any tax overpayments may be refunded only upon authorization by a duly
adopted resolution of the Governing Body; and
WHEREAS, such overpayments should be refunded to the respective taxpayers;
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of
Lincoln Park that the Tax Collector is hereby authorized to process the appropriate tax
adjustments and issue refunds as applicable.

the Municipal Building, 34 Chapel Hill Road, Lincoln Park, New Jersey on February 17, 2026. The Clerk Called
the Meeting to Order at 7:00 PM and made the Statement of Compliance with the Open Public Meetings Act.
The Clerk advised those present where the exits to the room were and to turn off all cell phones. After the Pledge
of Allegiance, the Clerk called the Roll showing the following:

Chairman Byrne called to order the regular meeting of the Board and announced the meeting

Chairman Byrne stated the first order of the Variance Ap plication #2025-02 by Tareq K arain,
on property known as Block 2 1505 , Lot 1 on the municipal tax map also known as 24 Harmon
Street. This is a consideration of a resoluti on.
Mr. Z apf stated there are lots of mistakes in the resolution and there are ones that ca rry over
in all five resolutions that have to be fi xed. We ar e going to go with all five issues and the n we
are going to do each indi vidual o ne.
On the first pa ge under the second W HEREAS, the date is from 10 years ago and all five
hav e that. Under the second WHEREAS it says 20 16. Go to the third WHEREAS under It em

Borough approves $2 million fire engine purchase and bond financing

The Lincoln Park Zoning Board will approve minutes from September 9 and October 14, 2025. It will conduct public hearings on six variance applications for properties at 24 Harmon Street, 71 Riveredge Road, 48 Brook Street, 26 Evergreen Drive, and 55 Riveredge Road. Chairman Byrne called to order the regular meeting of the Board and announced the meeting
was duly advertised in compliance with the Open Public Meetings Act by notice sent to the Daily
Record, Suburban Trends, and posted on the bulletin board and website at Borough Hall.

Chairman Byrne stated the first order of business is the approval of minutes for the September
9th, 2025 meeting.
Ms. Ward stated the members that can vote are Byrne, Dubowsky, Luciano, Wallace, and Zapf.
Mr. Zapf stated I have one correction on page 19. If you go down about a quarter of the way, the
fiancé was giving testimony and he was the one answering all the questions, and it says he
testified that he was my finance.
Ms. Ward stated oh! I like finance instead of fiancé
Chairman Byrne asked anything else.
Mr. Zapf stated that was it.
Chairman Byrne asked anyone else have any comments or corrections. Does someone want to

The Lincoln Park Zoning Board of Adjustment held a reorganization meeting. Board members will elect a chairman, vice‑chairman, secretary and assistant secretary for 2026 and adopt resolutions to set meeting dates and appoint a board attorney, engineer and planner. I. CALL TO ORDER/PLEDGE OF ALLEGIANCE:
A Re-Organization Meeting of the Governing Body of the Borough of Lincoln Park was held in the
Council Chambers of the Municipal Building, 34 Chapel Hill Road, Lincoln Park, New Jersey on
January 5, 2026. The Borough Clerk Called the Meeting to Order at 7:00 PM and made the Statement
of Compliance with the Open Public Meetings Act. The Borough Clerk advised those present where
the exits to the room were and to turn off all cell phones. After the Pledge of Allegiance, the Clerk
called the Roll showing the following:
Il. INVOCATION: DEACON VINCE RICCIARDI — ST. JOSEPH’S CHURCH
Deacon Vince Ricciardi from St. Joseph’s Church was present and presented the Invocation
to the Borough of Lincoln Park.

IV. ELECTION OF COUNCIL PRESIDENT:
Clerk: At this time, | will take nominations for the Council President Position
Thompson: | would like to nominate Joe Gurkovich
Gemian: I'll second that
Clerk: ~ Are there any other nominations?
Antonetti: Yes. I'd like to nominate myself, Councilman Antonetti, for Council President. I’ve
