In a conversation led by Bob Brice from JCP&L, he explained that after reviewing recent outages
on 6/24, 8/12, 9/15, 10/13, and 10/30 many north-end outages were largely caused by unusual late-
summer storms with high winds that caused wires to make contact at a junction on a circuit served
by the Point Pleasant substation; after temporary fixes, crews permanently resolved the issue by
repositioning and reconfiguring a pole to change the wire angle, and no further problems have
occurred. He noted that a June 24th outage was heat-related and tied to a broader substation issue
that required controlled outages affecting about 1,200 customers from Point Pleasant to
Mantoloking, not just the Borough. The south end of Mantoloking is served by a different

Discussion Items:
JCP&L outages in Northern part of town & JCP&L plans
Council President Benz and Councilwoman Lygas led the discussion regarding ongoing and
frequent power outages concentrated in the northern portion of town, which is served by an older,
outdated electrical grid compared to the south. JCPL had previously acknowledged this issue, but
no clear upgrade plan for the area has been communicated, despite significant regional investment
elsewhere in Ocean County. Proposed actions included inviting a JCPL representative to a public
meeting, adopting a formal resolution documenting the outages and impacts, submitting supporting
data and resident accounts, and sending the resolution to the Board of Public Utilities and state
