individual circumstances of a participant family. A participant is defined as a family that been admitted to the
Housing Choice Voucher (HCV) program and is currently assisted in the program. The purpose of the informal
hearing is to consider whether the City of Mesquite ’s Housing Division decision related to the family ’s
circumstance are in accordance with the law, U.S. Department of Housing and Urban Development regulations
and the City of Mesquite ’s Housing Choice Voucher Administrative Plan.
