Millvale Borough Building – 501 Lincoln Avenue
Council Workshop was called to order at 6:02 PM
Discussion was held regarding Motion, Ordinance and Resolution reviews.
Councilwoman Rudar discussed that OSMA Michele Revay is to amend the May 2026 Workshop Meeting
Minutes regarding Birdtown Committee, amending that Birdtown was working on an annual report as
opposed to having already released an annual report. This change is to reflect for accuracy.
Mayor Spoales discussed the Bike Rally that was held on 6/6/2026. 40-50 kids attended, 45 bikes were
given away. Was a nice day.
Mayor Spoales also discussed that Pride Millvale was looking for more volunteers for 6/20/2026, sign up
by Saturday 6/13/2026.
Mayor Spoales also discussed the group that was down at the Riverfront doing flower planting as a
service project; the group extended thanks to Public Works for opening up the restrooms for use.
Borough Manager Abrams discussed the FNB Pension discussion that was presented at the June
Workshop meeting. He also discussed a Monthly Bank Balance report to be included with financial
reports for Council to review.

New Business
Discussion was held regarding:
1. Klopfer Street Bridge Resolution. Looking to redo the resolution, as a concurring resolution.
2. Closing of the BNY Account and shifting the funds into a restricted account in PLGIT. Will need
either a resolution or a motion for this.
3. An MOU with WPEC. Our current energy supplier is seeking to renew for a period between 2025-
2030. This has helped to keep electricity costs as stable as possible.

Solicitor Cambest opened up the proceedings for a Public Hearing to review the proposed curb cut at 229
Sample Street.
Chuck Pupich, property owner of 229 Sample Street, was brought up as a witness by his counsel, John B.
Corcoran, Jr. Mr. Corcoran then exhibited 13 items for review. Mr. Pupich expressed that his intent was to
create off street parking as an “amenity” for the lessees who were to reside at 229 Sample Street, as a “better
tenant”. There is a gravel parking spot to accommodate two vehicles.

Kathy Sikora: Thank you to the Public Works road crew for their excellent snow removal on Wednesday
night into Thursday morning. The members of Holy Spirit church really appreciated it.
Interim Manager Kypta: The Shapiro Administration announced, through the help of PA Rep. Lindsey
Powell’s office, that Millvale will be receiving over $600K in grant monies through the state for Logan
Street repairs. This has been a project in the making for a very long time.
