4. SET THE AGENDA
Mayor Miller noted that the only time-certain item was the 9:05 AM second reading
and public hearing on the dewatering ordinance. No changes to the agenda were
proposed and it was set as published.
Prior to opening public comment, Mayor Miller welcomed Dr. Tom Millins, the newly
appointed principal of the Sanibel School, who was present in the audience. Dr.
Millins introduced himself, noting 28 years of education experience including
principalships at Dunbar Middle School, North Fort Myers Academy for the Arts,
and Pine Island Elementary School. He emphasized his commitment to community
involvement, safety, and academics. Mayor Miller and all Council Members
expressed their appreciation for the Sanibel School's importance to the community
and welcomed Dr. Millins.

4. BUDGET DISCUSSION
a. Taxable Values and Florida Tax Reform Discussion
City Manager Dana Souza opened the budget discussion by addressing the June 1st
estimate of taxable values, which reflected a combined reduction of approximately
1.75 percent. He emphasized that staff was not panicking but was taking a measured,
cautious approach. He noted that the June estimate has historically proven to be an
imprecise predictor of the July preliminary value, citing as a recent example that a 2
percent increase estimated in June translated to a 20 percent increase by July of the
prior fiscal year. Staff indicated they would reach out to the Lee County Property
Appraiser, Matt Caldwell, to request a closer review of the estimates, particularly
given the significant number of properties that have closed permits and returned to the
tax roll following Hurricane Ian.

The meeting convened at 9:00 a.m.
2. INVOCATION AND PLEDGE OF ALLEGIANCE (Mayor Miller)
Mayor Miller gave the Invocation and led the Pledge of Allegiance.

5. PUBLIC COMMENTS FOR NON-AGENDA ITEMS
Jason Halliburton, Sanibel Resident, addressed the Council regarding support
for the Sanibel School, noting concerns over social media comments
questioning the school's importance amid Lee County school budget cuts. He
encouraged all residents and businesses to actively support the school and its
fundraising organizations, including the PTA and Sanibel School Fund.
Vice Mayor Henshaw offered a statement of clarification regarding comments
he made at the prior meeting referencing a nationally organized political
demonstration on Sanibel. He stated he did not intend to identify or single out
local organizers or attendees, and that his remarks reflected personal
disappointment at divisive political activity on the island rather than any
opposition to the right to free speech or protest. He affirmed his nonpartisan
commitment and apologized if his remarks caused offense.
