Two items were added to the agenda: paving bids and grading of Tucker Mountain Road. Attending in person were Selectboard members Susan Culp (Chair), Shauna Prime, and Andrew Lee, Town Treasurer Mary Collins, Town Clerk/Selectboard Assistant Chuck Schulze, Highway Foreman Mike Hastings, and members of the public Norm Pat e naude of Pike Industries, Tim Cramer of Blaktop , Inc. , and House of Representatives candidate Tom Otterman. Attending via Zoom were Joanne O ’Meara, Justin (last name unknown) , Evangeline James, and Michael Miller. The Board approved minutes of the regular meeting held on June 24, 2026 as well as minutes of the executive session held on the same evening. NOT OFFICIAL TOWN OF NEWBURY Development Review Board July 2, 2026 Minutes The Newbury Development Review Board (DRB) held a permit application hearing on Thursday, July 2, 2026 at the Town Office beginning at 5:00 pm. Attending were DRB members Amanda Beaulieu, Bob Beaulieu, Bobbie Jewett, and Ruth Kennedy, Zoning Administrator Dennis Marquise, applicant Alexa McGrath, and abutting landowner Judith Vaughan. The meeting was recorded. Amanda Beaulieu chaired the meeting, beginning with introductions and a reading of the warning. She called for declarations of any conflicts of interest or ex parte communication, of which there were none. She conducted the required swearing-in and reviewed protocol for establishing interested party status. Using a map and photographs, Alexa McGrath presented her application to construct a 10 ft. by 16 ft. shed on her property at 361 Sanderlin Drive, which is in the Shoreland District. No plumbing or other utilities are planned for the structure which will be of pre-fab construction and used to store household items. The building will be 203 feet from the lake. Judith Vaughan requested and received confirmation of setbacks from the property line. As moved by R. Kennedy and seconded by B. NOT OFFICIAL TOWN OF NEWBURY Planning Commission June 18, 2026 Minutes The Newbury Planning Commission met on Thursday, June 18, 2026 at the Town Office beginning at 6:00 pm. Attending were committee members Tony O ’Meara (Chair), Dustin Putnam, Evangeline James, Jason Winchester, and Larry Scott and Zoning Administrator Dennis Marquise. The Board approved the agenda without changes, as well as the minutes of the meeting held on May 25, 2026 with the following correction: Section 1.16 of the zoning regulations concerning limitations was not deleted; rather additions were made. Tony O ’Meara gave an update on the Regional Plan. Two Rivers Ottauquechee Regional Commission (TRORC) has scheduled information sessions and public hearings on the land use and housing chapters. In lieu of its next regular meeting, the Newbury Planning Commission agreed to attend TRORC ’s information session in Fairlee on July 16 at 6:00 pm. There will also be a public hearing in Bradford on July 29 . Mr. O ’Meara offered several comments on the land use and housing chapters of the new Regional Plan. For example, revised language states that towns must plan how to meet the housing targets for village centers. He also made note of stipulations for hamlet density and renovation of existing, underutilized buildings. TRORC will soon be sending drafts of these chapters to all the towns in the region, as well as a memo highlighting changes from the current Regional Plan. Discussion of the status of West Newbury began with mention of last fall ’s meeting out there with a few community members. Since then, two W. Newbury residents have joined the fire department and are in training . ‘Reachouts ’ continue and all are encouraged to talk to folks to see if others may come forward, recognizing that it ’s a real commitment – time, energy and physicality. Anyone interested in learning more should contact the Newbury Chief, John Renfrew. John and Wally have been doing some building/site maintenance as well as some long overdue apparatus maintenance. The tanker is reportedly in good condition and ready to respond, if needed. The hope is to have the trainees prepared to respond to fires with the tanker later this year. The W. Newbury engine is still a viable unit, as well, but needs some more work to get it ready to respond. The building itself remains a challenge , as it is not well-constructed nor large enough (including undersized overhead doors) for the apparatus to enter and exit smoothly. The committee drafted the ordinances which were then reviewed and modified by the town attorney. Before the ordinances are submitted to the selectboard for their review, the ordinances are being submitted to the public for their input.  The discussion open e d with extensive discussion about the dog ordinance and the issue of dogs being leashed or under owner ’s control.  P articipants shar ed personal experiences about dog encounters and control issues. Denise Fontaine related her experience with an encounter her dog had with an aggressive dog. NOT OFFICIAL TOWN OF NEWBURY Board of Selectpersons March 11, 2026 Minutes The Newbury Selectboard held its regular meeting on Wednesday, March 11, 2026 at the Town Office beginning at 7:00 pm. Attending in person were Selectboard members Susan Culp (Chair), Shauna Prime, and Andrew Lee, Town Clerk/Selectboard Assistant Chuck Schulze, Highway Foreman Mike Hastings, Planning Commission members Tony O ’Meara and Larry Scott, Recreation Committee Chair Lisa Williams, and resident Kayce Penn. Attending via Zoom were Conservation Commission Chair and Wells River Village Trustee Michael Thomas, Planning Commission member Evangeline James, and one unidentified person. The meeting was recorded. Susan Culp offered congratulations and a welcome to Shauna Prime and Andrew Lee. Mr. Lee is the newly elected board member, and Ms. Prime was elected to complete the term to which she had been appointed. The Minear family has committed a donation for the purchase and Friends of Tucker will be seeking additional donations. Newbury Cemetery Committee March 4, 2026 The committee met at the Town Clerk ’s Office at 6:00 PM Those attending the meeting were: Members: Greg Allen, Mary Collins George Peet, Jackie Bailey Public : John Renfrew The meeting was called to order by Greg Allen at 6:05 pm. TOWN OF NEWBURY Annual Town Meeting Minutes March 3, 2026 Selectboard Chair Susan Culp opened the meeting at 10:03 am with a welcome and announcement that the polls were open for voting by Australian ballot. Following the traditional Pledge of Allegiance, Selectboard members Jeff McKelvey and Shauna Prime introduced themselves. Ms. Culp expressed appreciation for the six years of service by retiring Selectboard member McKelvey. Ms. Culp then introduced some special programming in celebration of the nation ’s semiquincentennial this year. First, Brian Emerson gave a short summary of America ’s civic history for the last 250 years , beginning with the Native Americans ’ presence . He saluted New England Town Meetings as our best example of direct democracy. He highlighted Constitutional measures put in place by the founders to hold a balance of power among three branches of government and between the states and the Federal government , acknowledging strong influence from Native American governing models. He traced the gradual expansion of voting rights, touched on how the Vermont Republic became the 14 th state, and concluded with memorable quotations by Benjamin Franklin and President Calvin Coolidge. Bruce Richards then read a poem titled Semiquincentennial , written by Newbury poet and former VT Poet Laureate Syd ney Lea. Copies of the poem were available. Attending were Selectboard members Susan Culp (Chair), Jeff McKelvey, and Shauna Prime, Town Clerk/Selectboard Assistant Chuck Schulze, Town Treasurer Mary Collins, State Senator Scott Beck, approximately 15 residents in person , and several via Zoom. The meeting was recorded. Following introductions, the Board opened the meeting for questions and comments regarding articles on the warning for Town Meeting. Addressing Article 5 (a 3-part article concerning acceptance of more Town forest land, a transfer of a recreation easement, and subsequent sale of the old ski tow property), Michael Thomas spoke in favor of this proposal. He posed questions on how the sale of the ski tow land would be handled, whether any stipulations would be attached, and which zoning district that property is in. Susan Culp responded that in accordance with Town policy for sales of property , the ski tow p arcel would be sold by sealed compet itive bid. Generally, the Town accepts the highest bid. No stipulations are attached. The land is located in the West Newbury hamlet, a 2-acre residential zone. Attending were Planning Commission members Tony O ’Meara, Jason Winchester, Dustin Putnam, Evangeline James, Andrew Lee, Renee Weeks, and Larry Scott (Chair), Zoning Administrator Dennis Marquise, and resident Andrew Haggan. Regional Land Use Map Tony O ’Meara reported that the new map is now “ frozen ” on the Two Rivers Ottauquechee Regional Planning Commission (TRORC) website, but Newbury ’s input has been taken. He has just received the narrative to accompany the map and will forward a condensed and annotated version of that to the Board. Mr. O ’Meara also offered comments on an article concerning Act 181 previously forwarded by Dustin Putnam. He stated that Act 181 is a trade-off, imposing more restrictions in conservation districts and fewer in village centers. Newbury seems to be relatively unaffected, although new regulations on driveways longer than 800 feet are significant. Several legislative bills to amend or repeal are expected. The group reviewed the map of the Bailey property and its location relative to the Tucker Mountain Town Forest and Woodchuck Mountain which is currently owned by the state but being purchased by the Upper Valley Land Trust. There are no structures on the property. It is a forested property with an open, flat area at the top of the property which has an apple orchard. The property is 127 acres. The group reviewed the offer Bob Bailey made to the town for the town to purchase the property. Purchase Price: $ 265,00 Seller Contribution: $30,00 Total Price: $235,000 Mr. Bailey can be flexible on time frame for fundraising needs . The Listed value of the property is $136,100 . At her request, Robin Barone gave an overview of Vermont ’s Act 250 which was enacted in 1970 under the administration of Governor Deane Davis in response to a surge of development around the ski areas. For those VT towns with zoning and subdivision regulations, t he law requires State oversight and permitting for any project over 10 acres or 10 units. Nine district commissions of lay persons review these projects using 10 criteria to ensure protection of air and water quality, wildlife habitat, and agriculture. Attending were Planning Commission members Andrew Lee, Dustin Putnam, Jason Winchester, Renee Weeks, Evangeline James, Tony O ’Meara, and Larry Scott (Chair), Zoning Administrator Dennis Marquise, and Wells River Trustee Michael Thomas. The Board added one item to the agenda: discussion of the option to adopt the new Tier 1B designation. The Board approved minutes of the meeting held on November 20, 2025. Evangeline James reported on additional follow-up regarding new flood hazard maps . Based on this information, the Board agreed to leave in place the $500 interior repair cost threshold for triggering a permit . The Board discussed whether the new maps could be adopted with minor changes. FEMA maps must be adopted in order to qualify for the national flood insurance program. River corridor maps, which are developed by the State for protecting watersheds, may be changed but only through a process which may be cumbersome. According to Ned Swanberg (VT Flood Hazard Mapping Coordinator), roll-out of new maps is expected in the fall of 2026. UN OFFICIAL TOWN OF NEWBURY Board of Selectpersons & Budget Advisory Committee BUDGET HEARING # 2 January 6 , 202 6 Meeting Minutes On Tuesday , January 6 , 2026 , at 6:00 p.m ., the Town of Newbury Selectboard and Budget Advisory Committee c onvened the second budget hearing for 2026 . Attending were Selectboard members Susan Culp (Chair ), Jeff McKelvey, and Shauna Prime ; Budget Advisory Committee members Marvin Harrison (Chair), Dennis Hopta, and Jan Cole; Town Treasurer Mary Collins , and Selectboard Assistant/Town Clerk Chuck Schulze ; and Planning Commission Member and Chair of the Capital Budget Advisory Subcommittee Tony O ’Meara attended via Zoom. Highway Foreman Mike Hastings arrived at the hearing at 6:20 p.m. The meeting was recorded on Zoom. Culp called the meeting to order at 6:04 p.m. The year-to-date figures for 2025 going into 2026 had not changed appreciably since the first budget hearing, but Treasurer Mary Collins shared updated budget documents that estimated 2026 revenues and expenses based on the first hearing and what we anticipate moving forward. Collins then presented the General Fund budget for administration of the Town Office, facilities, building maintenance, etc. When Highway Foreman Mike Hastings arrived, the discussion shifted to the Highway Department budget, with the Foreman and Treasurer presenting anticipated expenses line by line. Attending were Selectboard members Susan Culp (Chair ), Jeff McKelvey, and Shauna Prime ; Budget Advisory Committee members Marvin Harrison (Chair), Dennis Hopta, and Jan Cole; Town Treasurer Mary Collins ; Selectboard Assistant/Town Clerk Chuck Schulze; Amanda Beaulieau as Chair of the Board of Listers; Emergency Management Director and Wells River Fire Chief Jeff Morin; Newbury Village Fire Chief John Renfrew; Emergency Medical Director Dan Martin; Highway Foreman Mike Hastings; Richard Wright of Halls Lake Association via Zoom, and Andrew Lee. The meeting was recorded on Zoom. Michael Thomas, the Conservation Commission Chair, joined the meeting at 9:15 a.m. Culp called the meeting to order at 9:00 a.m. and initiated a round-robin of introductions. She then turned the floor to Treasurer Mary Collins, who provided an update on what we currently know for final numbers on fiscal year 2025 going into fiscal year 2026. Fund balances and surplus in each fund (General and Highway) per the numbers look to be reasonably healthy. The audit is scheduled for January 13 th , and after that point, the Town will have firmer numbers.
