Mayor Bacon called the meeting to order.
Jamie Robichaud, Director of Economy, thanked those in
attendance for participating in the first budget workshop and
introduced Clara Bernauer, Budget Manager, and Kate Messer,
Financial Strategy Manager, who presented the proposed 2027
budget.
Ms. Bernauer began by reviewing current economic trends and
indicators to provide context for the budget discussion. She then
outlined revenue and expenditure trends and summarized several
challenges the City may face in the coming years, including potential
property tax caps and the loss of sales tax revenue. In addition, she
presented an overview of the proposed 2027 budget and
highlighted key components. Ms. Bernauer also provided an update
on the Property Tax Rebate Program and its impact on the
community.
Ms. Messer presented information regarding the debt service fund,
the proposed 2027 Capital Improvement Plan (CIP), and the
proposed Library Fund. She also reviewed proposed changes to the
