PUBLIC HEARINGS A. Public hearing, pursuant to K.S.A. 79-2929 and K.S.A. 79-2988, to hear comments regarding the proposed City of Olathe FY 2027 Budget and exceeding the revenue neutral rate. Mayor Bacon opened the public hearing. Budget Analyst, Ashley Wooten, presented information regarding the proposed Fiscal Year 2027 budget and the City’s intent to exceed the revenue neutral rate (RNR). Mayor Bacon asked what revenue reduction would result if the City maintained the revenue neutral rate. Staff responded that maintaining revenue neutrality would require an estimated 22.496-mill reduction, resulting in an approximate $3 million annual loss in property-tax revenue.
