The public hearing was called to order at 10:30 a.m. by John Plummer, Mayor, City of Paris.
The meeting was attended by city officials. See the attendance sheet for attendees.
Casey Cash spoke about the CDBG program, funding, and the Millersburg Sanitary Sewer
Project. The floor was opened for questions and discussion.
Matt Belcher and Brad Oberlander discussed funding via the Fund B and KCED’s G.R.A.N.T.
Program.
Mr. Oberlander asked about including a water line project, Mr. Cash discussed applying for a
CDBG the following cycle. Mr. Belcher brought up the Judge Executive of Bourbon County, and
the desire for the county to fund a water line. Discussion for a future water project continued.
The project scope was discussed, with questions raised regarding the current proposed line size
and future growth. Over-built lines due to a lack of growth, or more expensive future
construction as a result of not building to future growth were the two main concerns.
Discussions on land use and considering possible, future growth were laid out.
Easement Acquisitions were discussed, it is not likely any easements through private property
will be required, but the city commission was notified of URA regulations.
The meeting was adjourned at 11:02 a.m. by Mr. Cash.

on FY2027 budget for all the entities that we jointly fund. We (Judge Williams, Dana Boone, Matt
Belcher) will need to meet in a few days to agree on what we are going to fund. We have until the
end of this FY to have a budget in place, July 2026. The budget must be approved by May 1 before
we can move forward. This is a public meeting. We have four quarterly joint meetings scheduled;
this is one of those meetings. We will stay on track with our timeline. Always remember we are
spending our citizens money.

The General and Utility Departments, along with the Administration, presented their initial FY2027 budget draft

Creek property for a park. No action was taken.
