PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT
Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those
in attendance where the fire safety exits were located.

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed all attendees . She announced
that due to attendance at the moment we will start with items that do not require Board action.
We are expecting a third Trustee to join us a little late. She also stated that Trustee Case was
out of state for his son’s baseball game and Trustee Winstead had an ill family member to
tend to. Trustee Owen-Michaane’s son just graduated middle school so he is at an event with
family, but will arrive shortly. The Mayor mentioned that along with Village Manager Luft
we can apprise the community of some announcements in the meantime. First and foremost,
the Mayor and Board wish a happy belated Father’s Day to all the dads in the community and
everywhere else, as well as for the parents who do double duty. We had Pelham High School
graduation on a gorgeous, bright day, and we’re so proud of all of our graduates. Fire Chief
Greco’s son also graduated, and we wish the Greco family and all of the graduates our best.

On behalf of both 5 Canal Road LLC, the contract-vendee of the Premises, and First Student, Inc.
(collectively the “Applicant”), we respectfully submit this letter and accompanying documents
requesting Site Plan and Special Permit Approval to repair and reuse the existing 18,000 square
foot warehouse structure at 5 Canal Road (Section 166.26, Block 1, Lot 2) (the “Premises”) for an
Automobile Repair Shop/Automotive Service facility, which is permitted in the B-3 District in
which the Premises are classified. The proposed facility will support First Student’s existing school
bus vehicle fleet currently operating in the area.
First Student maintains and operates its local school bus fleet using 2 nearby locations, both of

On behalf of the New York Athletic Club we have submitted our building project plan documents and
ask your review of the following features as part of the flood mitigation strategies. See below for a
summary of the key details provided in our construction document set.
● To limit surround site disturbance the proposed project is to be built at the elevation +12’-6”
which is the same as the existing structure to be demolished. FEMA has established the Design
Flood Elevation for our project site at +15’-0”
● The entirety of the structure is to be constructed above ground using a concrete slab on grade
supported with grade beams and pile system.
● All building mechanical and electrical equipment is to be installed above the Design Flood
Elevation height to mitigate flood risk.
● Flood vents are planned to be installed throughout the new structure to reduce flood water
impact to the structure.
● All electrical outlets are to be installed above the DFE to reduce flood impact to the building
structure.

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed all attendees . The Mayor wished her
son a happy birthday and announced recognition of six Cadette and Senior Girl Scouts from Troops
2286 and 2617 Pelham Service Unit for earning the 2025 Girl Scout Silver Award. The Girl Scout
Silver Award is the highest award a Girl Scout Cadette can earn. The process involves a 50 -hour
project that addresses a community issue and helps to provide lasting and sustainable solutions to
real-world problems. The Mayor highlighted the Girl Scouts' compelling service projects, and
Deputy Mayor Breda Bennett congratulated the recipients as a former Girl Scout and former Girl
Scout Leader. The accomplished Girl Scouts and their related service projects are:

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed all attendees . She announced Trustee
Case and Village Manager Luft recently attended an EcoPel sponsored event put on by the
Westchester Coalition for Clean Water. The topic discussed was the aging of infrastructure in the
county’s sewer system and a push to combine sewer districts in the county to create economies of
scale.
Mayor Lapey and Deputy Mayor Bennett also participated in Reading Day at Prospect Hill School to
read to the children. It was a wonderful event to interact and connect with the students. Trustee
Owen-Michaane reported on DPW and made note of the spring leaf collection beginning Monday,
March 16, to make sure everyone puts only loose leaves at the curb for pickup. He reminded
residents to utilize the free of charge Recycle Coach App on your phones for refuse reminders and to
check on the pickup types for your area. There is information on the village website about the
recycling app and program.

Shira Davis Appointed as Deputy Village Clerk
We are pleased to announce the appointment of Shira Davis as Deputy Village
Clerk with the Village of Pelham Manor. Ms. Davis holds a bachelor’s degree
from SUNY Purchase, is a certified paralegal and a notary public. She has
previously worked in both the private and public sectors, with her previous
roles being at the Executive Assistant level. Her work in the public sector
includes working for the Town of Greenwich, CT as the Executive Assistant to
the Comptroller.

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed all attendees . Trustee Case reported
attendance at the Danny Fund Gala held at the Surf Club in New Rochelle. Honorees included Phil
Kiamie, Sr., a Pelham Manor resident and former Village of Pelham Mayor Mike Volpe.
Congratulations were extended to the Danny Fund Board for a successful event. Deputy Mayor
Bennett provided an update on the public education campaign, “Road Safety Starts With You.” The
relevant m aterials have arrived and s chool presentations are being coordinated for March. Social
media outreach will supplement in -person efforts and our r esidents were encouraged to consider
online defensive driving courses, particularly for young drivers.
Trustee Owen -Michaane announced the Village’s participation in the County’s “Recycle Coach”
mobile app for sanitation and recycling information. The app is available on Android and Apple

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed all attendees . She mentioned the recent
winter storm and thanked our DPW team, which is led by our Village Manager Lindsey Luft, who is
also our DPW Superintendent. Village Manager Luft works very closely with our Foreman Mike
DiBenedetto, and the entire team. They truly are essential workers and we are incredibly thankful for
their dedication, working extended shifts, double duty, and we are delighted to have these employees
in-house. Mayor Monachino Lapey thanked Manager Luft and the DPW team.
Trustee Owen-Michaane stated that on behalf of the Board they sincerely thank the men and women
of the DPW crews for their tireless work since Sunday to keep our roads and walkways safe and
passable. The Board is deeply grateful for the sacrifice, professionalism and commitment shown by
our DPW team in keeping our community safe during the storm.

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed all attendees to the first meeting in the
new year. Trustee Winstead provided an update on the upcoming holiday schedule to remind all
residents that Village Hall will be closed on Monday and the refuse schedule is modified.
Mayor Monachino Lapey mention ed two people who passed away. The Mayor’s mother, Annette
Monachino, passed the previous Friday, she will miss her dearly and thanked her for the contributions
to the community of Pelham Manor, which is also the Mayor’s father’s hometown. Another woman
passed on the same day, Minnie Varone. Her son, Greg Varone, has been our esteemed Zoning Board
chair for many years and daughter Michelle McInerney also has a local business. The Mayor
extended wishes of strength to the McInerney and Varone families during this difficult time.
Opening remarks continued with Deputy Mayor Bennett making two announcements. She spoke
about leading pedestrian intervals that have been added to Boston Post Road at two intersections,
