BOARD OF TRUSTEES Regular Meeting June 22, 2026 PRESENT: Mayor Monachino Lapey Trustee Bennett Trustee Owen-Michaane Attorney Cornachio Manager Luft ABSENT: Trustee Case Trustee Winstead PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. - - - - - - - - - - - OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed all attendees . She announced that due to attendance at the moment we will start with items that do not require Board action. We are expecting a third Trustee to join us a little late. She also stated that Trustee Case was out of state for his son’s baseball game and Trustee Winstead had an ill family member to tend to. Trustee Owen-Michaane’s son just graduated middle school so he is at an event with family, but will arrive shortly. The Mayor mentioned that along with Village Manager Luft we can apprise the community of some announcements in the meantime. First and foremost, the Mayor and Board wish a happy belated Father’s Day to all the dads in the community and everywhere else, as well as for the parents who do double duty. We had Pelham High School graduation on a gorgeous, bright day, and we’re so proud of all of our graduates. Fire Chief Greco’s son also graduated, and we wish the Greco family and all of the graduates our best. She announced Trustee Case and Village Manager Luft recently attended an EcoPel sponsored event put on by the Westchester Coalition for Clean Water. The topic discussed was the aging of infrastructure in the county’s sewer system and a push to combine sewer districts in the county to create economies of scale. Mayor Lapey and Deputy Mayor Bennett also participated in Reading Day at Prospect Hill School to read to the children. It was a wonderful event to interact and connect with the students. Trustee Owen-Michaane reported on DPW and made note of the spring leaf collection beginning Monday, March 16, to make sure everyone puts only loose leaves at the curb for pickup. He reminded residents to utilize the free of charge Recycle Coach App on your phones for refuse reminders and to check on the pickup types for your area. 1 BOARD OF TRUSTEES January 12, 2026 PRESENT: Mayor Monachino Lapey Trustee Bennett Trustee Owen-Michaane Trustee Case Trustee Winstead Attorney Cornachio Manager Luft PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. - - - - - - - - - - - OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed all attendees to the first meeting in the new year. Trustee Winstead provided an update on the upcoming holiday schedule to remind all residents that Village Hall will be closed on Monday and the refuse schedule is modified. Mayor Monachino Lapey mention ed two people who passed away. The Mayor’s mother, Annette Monachino, passed the previous Friday, she will miss her dearly and thanked her for the contributions to the community of Pelham Manor, which is also the Mayor’s father’s hometown. Another woman passed on the same day, Minnie Varone. Her son, Greg Varone, has been our esteemed Zoning Board chair for many years and daughter Michelle McInerney also has a local business. The Mayor extended wishes of strength to the McInerney and Varone families during this difficult time. Opening remarks continued with Deputy Mayor Bennett making two announcements.
