Everybody. This is, as they say in baseball terms, the dog days of summer meeting. It's the first meeting in AUGUST, a long way to go for us. We got a lot of budget workshops this month and budget next month to approve. Also first day of school. A lot of happy parents out there. I know getting the kids back to school and giving themselves a little freedom, but it's good to have everybody here who is here this morning, and we'll get started with a invocation from Commissioner Nowicki. And then the pledge from Commissioner Peters. >> Heavenly father, thank you for the blessings you have given us and for the opportunity to serve others. Grant us wisdom in our decisions, patience, and our disagreements and courage to always do what is right. Guide our words and actions today. Protect our community. Help us remember that leadership is a responsibility entrusted to us for the good of others. And MAY we always bring you honor in what you do to serve others who have placed their trust in us. In your name we pray. Amen. >> I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under GOD, indivisible, with liberty and justice for all. >> Okay. All right. Just have a couple of comments. First, I wanted to thank Corporal Clyde Thornton, deputy Mike Winnecke, Deputy Kevin McSweeney, Deputy Jeff Atkinson for being here today. They're always here to take care of our residents and take care of all of us. Thank you again. We also ha …

Time. So thank you for that. Welcome, everybody. Glad you're here today to participate in Pinellas County government. Staff. Good to see everybody here as well. We will get started. Commissioner flowers is going to lead us in the invocation. And then Commissioner Scheer is going to lead us in the pledge. >> To the creator of all mankind. We give you thanks, praise and honor for being able to assemble ourselves together on today. We thank you for safe traveling, grace and arrivals. Mercy for those who are still on their way, serve as your protection and your guidance for them. We ask that you bless the men and women who are serving in the United States military, those who are abroad and those who are at home. We know that their sacrifice is great, and we acknowledge what they have done and what they will do in order to protect those of us that live in the United States of America. We ask for a special prayer and protection for those that are serving on the state and federal level. Whether we agree or disagree, they do not deserve the hatred, the vitriol, and the attacks. We also ask, likewise protection for those of us that are here serving as county commissioners, school board members and council members on a local level, we ask that you continue to give us clarity of mind and singleness of heart, such that the decisions that we are making are for the betterment of our entire community. Our esteemed CHAIRMAN Is preparing for his birthday on JUNE 2nd, so he is not here. But the good news is we should be out before lunchtime. First item on our agenda is the Feather Sound Community Services District budget update. >> All right. So Kevin's on his way up. So commissioners, you see we got all of our special districts on for today. And then we have a few staff items. >> All right. Is this on. Okay. Good morning. It's nice to be back and see you all again. I'd like to thank you for the opportunity to be here. My name is Kevin Chambers, and I currently serve as the treasurer for the Feather Sound Community Services District. I don't have a presentation today, but I'm going to just briefly go over some background and some notable updates and accomplishments that we've had over the past year, and then I'll get into our budget request for fiscal year 27. As you know, the Featherstone Community Services District is a special taxing district created by a vote of the residents of Featherstone. Our board is made up of seven appointed and volunteer members of the Featherstone community. We meet regularly to discuss finances, community improvement projects and to hear any community member comments. Since last year, we've welcomed one new member to our board as a result of a vacancy. I'm going to get into some notable notable updates and accomplishments since last year. Now, in no particular order, we unanimously approved the purchase and installation of a little library at th …

Good to have so many folks in the audience today. We've got some some good presentations this morning for our emergency medical services teams, and we will get started with the invocation from Commissioner Shear. And then the pledge by Commissioner Scott. Go ahead. >> Almighty GOD, we come before you today as a community gathered in service. We acknowledge the weight of the responsibilities placed upon this body and ask for your presence in this meeting. We are reminded by the scriptures that unless the Lord builds the house, those who built it labor in vain. Therefore, we ask your hand to guide the work of this government. Grant us the wisdom of Solomon and the discernment to distinguish between what is merely popular and what is right. Strengthen our faith not only in your providence, but in the potential of our citizens to work together for the common good. MAY our service be defined by humility and a commitment to justice. Remembering that to whom much is given, much is required, and the heat of debate. Grant us the spirit of patience and the face of complex challenges. Grant us clarity of mind. Let all that is said and done here today reflect a deep respect for our neighbors and a sincere desire to leave the country better than we found it. We ask for your guidance on every decision, that it MAY be marked by integrity and truth. In Jesus name we pray. >> Amen. The United States of America and to the Republic for which it stands. But looking at these dates specifically, and I'll go over my right shoulder here to use the laser on JANUARY 13th was the first day of this regular session. Everything adjourned on MARCH 13th. And I do want to emphasize regular session because as we all know, we still don't have a budget agreed to yet. All right. We're going to go ahead and get started. First of all good morning. Welcome. And nice to have a little rain out there. Some people that I was talking to up north and they were getting rain and they were complaining and I said, well, we're not we, we, we need it. So anyway, good to have everybody here and we will start with our invocation led by Commissioner Nowicki, and then our pledge by Commissioner Latvala. >> Heavenly father, we come before you today, not out of routine, but out of need. What? Your word. Remind us that to whom much is given, much is required. And, father, you have given us much. You have given us the privilege to serve. You have given us the responsibility to lead. And you have given us a duty not to ourselves, but to the people. So today, Lord, I ask you to search our hearts. Strip away pride. Strip away politics. Strip away anything that would cause us not to choose what is easy over what is right. Just as days ago we celebrated the risen Christ. An empty tomb that reminds us that truth cannot be buried, light cannot be overcome, and sacrifice still matters. And Lord, as we watch the Artemis program push further into the heavens, returning mankind toward the moon, we are reminded the vastness of your creation, the limits of your own understanding, and our constant dependance on your grace. For every safe return, every new beginning, and every step into the unknown. Let that truth sit heavy on us today, because leadership requires sacrifice. I …

We're only one year behind Lakeland in the Detroit Tigers. So we're doing pretty good in terms of being a trendsetter and and leading the charge for local commitment to spring training. And that really that sister city sister community relationship with the City …

Good morning everybody. We've got a relatively busy day and we're a little shorthanded. Commissioner Scott and Commissioner Latvala will not be here this morning and will not be participating. Commissioner Peters will not be here either, but she is participating virtually. If we get a motion and a second to allow that to occur. Second. All in favor? Aye. Any opposed? Motion carries so Commissioner Peters can participate. Virtually. And before we get started, and before I forget, I wanted to thank Corporal Thornton, Deputy Winnecke and Deputy Manley for taking care of us today and being making sure that everybody in the room is safe. I appreciate that. Okay, so we are going to start with the Competitive Arts Tourism grants update. Barry, did you want to introduce anything or just. >> Brian is on his way up. This is a result of the changes we made last year with Creative Pinellas. And so Brian took that back. He's been working with them and with other organizations, talking about the way we handle art tourism. And he's here to present his ideas. >> Thank you Barry. Good morning Brian. Visit Saint Pete Clearwater. And as Barry mentioned, next Tuesday, you'll have an item on your agenda. We're going to be bringing a funding agreement to you for this competitive arts tourism program. And today, just want to make sure that you guys are all up to speed on the direction we're going with this. This is the presentation that we gave at the NOVEMBER Tourist Development Council meeting, a …

Go ahead and get started. Welcome, everybody to our workshop today. We have three items on the agenda and then a couple of other items that will, will, will take up. And after those three are finished, still hoping to see if we can get out of here by 1:00 at the latest. So if we can keep Commissioner Latvala's Wordiness down a little bit, we might make it. So I wanted to do that first. So. And if I spoke with Tristan a minute ago about anything going on up in Tallahassee worth reporting, we just talked a little bit in general, if anybody had any specific questions, we can have him come up and answer those questions. But if we're if we're good for now, I don't think there's anything definitively happening. So just a whole lot of noise and and posturing, let's put it that way. Okay. Well we'll go ahead and get started then. Before I do, I wanted to thank Corporal Clyde Thornton, Deputy Kevin McSweeney and Deputy Jeff Atkinson for all the work that they do for us all the time. Certainly feel a lot safer with you all here. So thank you so much. Appreciate it. Barry. Let's go ahead and get started with reclaimed water rate Framework update. And then I'm just going to add an miscellaneous because I had a couple things I wanted to talk about. While I have the utility director in the room. >> So while Jeremy's up and you can save all your tough questions for him.
