Approval of Minutes: A motion to accept April 15, 2026, minutes was made by Mr. Hydier, seconded by Mr.
Hylton. Motion passed unanimously.
Public Comment: None
Coolidge Commons:
Jan Miller (McCarthy Engineers) and Richard Almquist (legal counsel) presented a brief overview of the plan
and the revisions since the last meeting. Richard Almquist indicated that there was some progress with the
water and sewer. He also indicated that the developer would provide sidewalk along the development side
to N. State Street.
A discussion ensued regarding access to Wilson Str eet and safety issues. The new developments that are
proposed should be included in a revised traffic study. Also, a discussion of street trees and a fee in lieu of
planting the required number of trees.
Jan Miller indicated that the clean traffic engineering letters would be issued shortly and a resubmission
would most likely be made next week

AUTHORITY MANAGER’S REPORT
Authority Manager Justin Kellerr reported that the final CCR Water Quality Report has been
completed and is available on the Authority website as well as with utility bills. Borough Council
approved the final land development plan for the 504–512 Adaptive Reuse Project, and the Authority
will provide water and sewer service to the development. At the most recent Pottsgroves meeting, the
Lower Pottsgrove Township Manager announced that the DEP consent decree has been lifted, making
an additional 4,200 EDUs available. The Administrator also advised that union negotiations will begin
soon, with the Authority currently awaiting the initial proposal. Additionally, a meeting is being
coordinated with representatives f

The meeting was called to order at 4:30 p.m. by Ms. Penrod.
Roll Call: Ms. Penrod, Ms. Dunmire-Swinson, Ms. Kulp, Ms. Derr, Mr. Rose, Solicitor Boell
Administration: Ms. Lee-Clark, Ms. Shainline, Mr. Nelson.
There were no public comments.
2025 Financial Audit: Chris Herr of Maille presented the 2025 Financial Audit. He reported that the
Land Bank had a balance of $210,243 on 12/31/25 with $51,274 net income. He was able to give a clear
opinion. Ms. Dunmire-Swinson moved, Ms. Kulp seconded a motion to accept the 2025 Financial Audit.
Motion carried.
Minutes: Ms. Kulp moved, Ms. Dunmire-Swinson seconded a motion to approve the minutes from the
February 23 meeting. Motion carried.
Mr. Nelson was nominated as Right to Know Officer. Ms. Derr moved, Mr. Rose seconded a motion to
elect Mr. Nelson as the 2026 Right to Know Officer for the Land Bank. Motion carried.
Financial Report: Beginning balance: $210, 243.06; 2 Checks/Debits: $5,630. The Land Bank received
the Borough tax income of $2,792.00. Ending balance: $207, 405.06 as of February 28, 2026. Ms.
Dunmire-Swinson moved, Mr. Rose seconded a motion to approve the financial report. Motion carried

• One invoice, dated 3/13/26, from Fitzpatrick, Lentz, and Bubba, PC for $1,200, for professional
services through 2/29/26. There is an additional balance of $3, 039.43 due from Hive Properties.

(Pennoni). Explained that Pennoni will be completing all the new reviews moving forward and Cedarville will

Joe Rusella (Engineer), Mike Murry (legal counsel), and Andrew Maye (applicant) presented a brief overview
of the plan. 24 apartments, 18 with 2 bedrooms and 6 with 1-bedrooms. Joe Rusella discussed the review
letters, and most comments would be they will comply. A discussion ensued regarding the location of the
dumpster, fencing along the parking area, lighting and trees along N. Washington and Chestnut Street. The

Borough Manager Keller explained the format for this evening’s meeting, advising that the
meeting is a public in-person and a GoTo Meeting and available on-line as well. Public
comments are being accepted through email and chat until 7:05 p.m. and will be announced to

President Lindsay in the Chair.

c. Ordinance Review Committee – Councilor Procsal reported that the committee met and
discussed how to prepare landlords to vacant properties.

Bills and Communications: Three bills from Fitzpatrick, Lentz and Bubba, PC for professional services
totaling $3600; 4 additional invoices have been received from FLB regarding 421 Hale Street - they will
be passed along to the owner. Three bills from PAED for administrative fees and reimbursement for 1099
filing, totaling $2030. Ms. Kulp moved, Ms. Dunmire-Swinson seconded to approve the bills. Motion

Approval of Minutes: A motion to accept February 18, 202, minutes was made by Mr. Weand, seconded by

Public Comment: Mr. Derr asked the public if they had any comment. Mr. Ihlein congratulated Mr. Mayes
on his appointment
Re-election of Chairperson: Ms. DiCamillo explained why the chair needed to be reappointed. She then
opened the floor for nominations for Chair. Mr. Weand nomination Mr. Derr and Mr. Hydier seconded. All
voted in favor.
920 Glasgow:
Adam Brower (Engineer) and Steve Plourde (applicant) presented the revised plan. They indicated that they
would comply with all comments in the review letters. Discussion regarding the open space, not meeting the
intent of the ordinance and a fee-in-lieu would be paid. Applicant will resubmit the phase 1 report with the
requested information from Cedarville. Public wo rks will prepare a sidewalk/curbing assessment. A

The Pottstown Council Committee of the Whole will review public comment procedures, several presentations, and reports from subcommittees and boards. It will discuss and vote on zoning applications for 79 N. Hanover and 267 E. High, a rebid recommendation for Manatawny Green, a request for proposals for a borough engineer, and a grant resolution for the Pollock Park playground. Borough Manager Keller explained the format for this evening’s meeting, advising that the
meeting is a public in-person and a GoTo Meeting and available on-line as well. Public

Meeting called to order by Mr. Derr at 7:05 p.m.
Approval of Minutes: A motion to accept the October 15, 2025, minutes was made by Mr. Weand,
seconded by Mr. Hylton. Motion passed unanimously.
Public Comment: Mr. Derr asked the public if they had any comments and none were received.
Reorganization: Ms. DiCamillo explained the nomination process. She then opened the floor for nominations
for Chair. Mr. Weand nomination Mr. Derr. All voted in favor. Mr. Derr opened the nomination for Vice
Chair. Mr. Derr nominated Mr. Weand. All voted in favor. Ms. DiCamillo indicated that a secretary could be
elected. Ms. Kaufman was nominated and all voted in favor.
920 Glasgow:
Adam Brower (Engineer), Steve Plourde (applicant) and Chadd Martin (applicant) presented the plan and
business plan presentation. Steve explained the background and why he thinks a project of this sort is
feasible in this location. The project proposes redeveloping the site into a storage facility with 14 individual

ter comments are made. If it is determined that an individual does not satisfy
eligibility requirements, that individual will be precluded from providing public comments
at future meetings.

POTTSTOWN BOROUGH COUNCIL
The Reorganization and Swearing in Ceremony of the Pottstown Borough Council
commenced on Monday, January 5th, 2026, 5:30 p.m. in the Council Meeting Room,
Pottstown Borough Hall, 100 East High Street, Pottstown, Pennsylvania.
SWEARING IN – STEPHANIE A. HENRICK
District Justice Edward Kropp administered the Oath of Office to Stephanie A. Henrick as
Mayor of the Borough of Pottstown.
CALL TO ORDER
Mayor Henrick called the meeting to order and requested a moment of silence, followed by
the Pledge of Allegiance.
NEW BUSINESS
a. Oath of Office Ceremony - Mayor Henrick escorted the newly elected Councilors to
the front and performed the Oaths of Office to the following members in the presence of
family and friends:
i. Ryan Procsal, 1st Ward
ii. Raymond Rose, 3rd Ward
iii. Joshua Kagi, 5th Ward
iv. Joseph Kirkland, 7th Ward
v. Tiffani McKee, Tax Collector
b. Election of Officers - Mayor Henrick requested nominations for the election of
officers.
i. President – Councilor Rose nominated Trenita Lindsay as President of
Council, seconded by Councilor Procsal. A roll call vote for clarification
ensued, and the results were as follows:
Councilor Kirkland: yes
Councilor Rose: yes
Councilor Lindsay: yes
Councilor Monastra: no
Councilor Procsal: yes
Councilor Vanni: no
Councilor Kagi: yes
