The ad hoc personnel committee met in closed session on April 16th, which was last week, I think. And the Board of Directors and staff are going to have a PFAS guiding principles workshop on Friday, May 1st. We're going to meet at the Drakeford Library Complex in Carrboro's library multi-purpose room starting at 10:00 a.m. And for our board members, if you haven't already done so, please compete complete the pre-meeting survey prior to the workshop. That survey was sent via email on April 13th from Elizabeth Biser. And it should take about 10 minutes to complete. And it's due tomorrow. I think I had mentioned this before, but um I helped organize a creek cleanup for Creek Week. Um this was part of the Haw River Assembly cleanup effort. So, we picked up um about 30 of us, half of whom were um um They're now called Y Guides. Not Indian Princesses anymore. >> [laughter] >> Um but we cleaned up about 25 bags of garbage from close to the dam uh University Lake down to the wastewater treatment plant. And a lot of other things, tires and Anyway, it's great. Kudos. Great. Thanks. Any announcements by staff? Uh just want to mention that I did speak at the Board of County Commissioners uh retreat uh last Saturday and had a good uh conversation with them about just understanding um how OWASA plans for growth and development as well as um some of the constraints about where we can extend services And I'd like to add to that announcement to say um I attended and our executive director did an outstanding job of answering some very hard questions about why this and why that without [clears throat] l …

Um, on the morning of Saturday, March 7th, AASA hosted an open house at our Jones Fairy Road water treatment plant. Uh, we had over a hundred visitors of all ages, and they enjoyed tours of water treatment plant, saw and sat some of our equipment trucks, received lab demonstrations, learned about careers at AASA, and engaged with AASA staff. As you know, we offer tours of our facilities to various groups throughout the year. And this was an experiment to gauge reception of an event like this offered to individuals ver and families versus groups. Uh the event was wellreceived. On February 16th, AASA hosted a discussion with local leaders on the feedback received from community members regarding the flooding downstream of University Lake during tropical storm Chantel and staff are working with meeting attendees to finalize a meeting summary and the next steps that will be shared with the community members and the board. On February 17th, Secretary Johnny Randall and I co-presented to the Orange County Commissioner annual meeting [clears throat] several different topics. One was the future of the campus. Great study that is just getting started while we're here tonight. OAS's work with collaborative inter agency working groups on understanding bioolids land application and PAS in drinking water wells. We also touched on our work with the development community, the southern area sewer study and consideration of reimbursement costs for water and sewer system development fees. And last uh Dr. Randall talked about biodiversity conservation easements and streambake stabilization. On February 17th, Johnny Randall and I are going to provide an annual update to the Orange County Board of County Commissioners. And topics will include the future of the campus and the rate study. Um, I'm going to uh ask the executive director uh to take a moment about uh something really important. Yes, thank you, Mr. Chair. Um, it's with great shock and sorrow that I must share that our dear colleague Kim Nimmer, AASA's planning and development manager, has suddenly and tragically been taken from us and this world. Kim was an integral part of the AASA team in our lives, a wise and trusted adviser, a helpful teammate, and above all, a good friend. Earlier this week, I gathered with Kim's other co-workers to mourn her passing and share our memories of her. As we reminisced, it became apparent that Kim had made quite an impact on those around her. Kim maintained an upbeat and positive outlook even during very stressful situations. Um, a story was shared where she and some teammates essentially got lost in the woods around Cane Creek Reservoir and she remained optimistic and hopeful even as the sun began to set and others were becoming a little more anxious. The Orange Water and Sewer Authority (OWASA) Board of Directors will discuss and consider approving a resolution authorizing an interlocal agreement with the Town of Chapel Hill for planning wastewater system improvements to serve the expanded Urban Services Area. The board will also review a committee report on PFAS equipment capital analysis, discuss capacity of the Jones Ferry Road Water Treatment Plant, and consider an action plan responding to development community feedback. The Board of Directors of the Orange Water and Sewer Authority (OWASA) held a regular
meeting on Thursday, February 13, 2025, at 6:00 p.m. in OWASA's Community Room, 400 Jones
Ferry Road, Carrboro.
Board Members present: Kyle Onda (Vice Chair), Pedro Garcia (Secretary), Todd BenDor, Bruce
Boehm, Susana Dancy, Michael Hughes, Elmira Mangum, and Johnny Randall. Board Members
absent: none.
OWASA staff present: David Collazo, Monica Dodson, Jesse DuClau, Felicia Flemming, Vishnu
Gangadharan, Isabella Garrity, Stephanie Glasgow, Katie Hall, Robin Jacobs (Epting and
Hackney), Carmen Kessel, Wil Lawson, Simon Lobdell, Kim Nimmer, Coleman Olinger, Nicholas
Rogers, Kelly Satterfield, Allison Spinelli, Todd Taylor, Mary Tiger, Stephen Winters, and Richard
Wyatt.
Public present: Ed Kerwin and Lindsey Shewmaker (Orange County Department of Social
Services).
Motions
1. BE IT RESOLVED THAT the Board of Directors of the Orange Water and Sewer Authority
adopts the Resolution Approving and Awarding Audit Contract to Martin Starnes & Associates,
CPAs, P.A. and Authorizing Chair of the Board of Directors and the Finance Officer to Execute
the Contract. Motion by Johnny Randall, second by Bruce Boehm, and the Motion was
unanimously approved.
