A regular meeting of the Town Board of the Town of Red Hook, Dutchess County, New York
was convened in public session at the Town Hall, 7340 South Broadway, Red Hook at 7:30pm.

Supervisor McKeon opened with the Pledge of Allegiance and reviewed the agenda.
Supervisor’s Report: The Supervisor’s Report for the period of June 1, 2026 – June 30, 2026
was read as follows: Opening Balance – $11,683,363.61; Receipts - $1,429,977.56; Disbursed -
$1,564,775.49; Balance - $11,548,565.68. Supervisor McKeon stated there is a variance report
and proposed budget adjustments prepared by the Town Bookkeeper.

Dwelling, resulting in a Side-Yard Setback of 22’ and 2.75”. Section 143-26 A. Non-Complying
Buildings, of the Town of Red Hook Zoning Law does not permit any enlargement, extension,
alteration, or reconstruction, in such a manner as to increase the degree of existing non-
compliance with the minimum requirements set forth for the Zoning District in this Chapter, or to
create any new non-compliance, in a pre-existing, non-complying building. Section 143-13 A. (4)
(a), of the Town of Red Hook Zoning Law, classifies the existing structure as a Non-Complying
Building due to the existing Side-Yard Setback of 23’ and 4.5”, where 30’, for an Existing Lot of
Record, would be required. The subject parcel is located at 130 Station Hill Road, in the Town
of Red Hook, in the Hamlet Zoning District, with a Historic Landmark Overlay.

PM in the Town Hall Conference Room to discuss Water Rates and 2026 Expenses.

The meeting was opened by Chairman, Hank Van Parys, Water Board Chairman at 7: 00
PM .
1. Minutes of the previous meeting of April 15 th were approved. Water Board
Member, Phil McDougal , motioned to approve, and Water Board Member , Larry
Carr, seconded to accept the motion.
2. We reviewed the status of bids for:
Tank Painting/ Construction, (low bid accepted, US Tank)
Tank Electrical Work , (low bid not acceptable)
Well Rehabilitation, (low bid f ro m Claverack Well and Pump
accepted)
3. Co mmunication System Status : Communications System Bid.
Unfortunately, the delay in getting the SIM card information impaired Smith
Controls schedule. We should hear from them shortly.
4. Water Rate follow -ups: New rates were approved by the Town Board. The
Minimum rate increased from $57.33 for up to 9000 gallons to $6 8 .00 for the
minimum usage. We will have similar rate increases in the future and we will
address these at a later date.

A Water Board meeting of the Town of Red Hook, NY was held on April 15, 2026, at
7:00 PM in the Town Hall Conference Room to discuss Water Rates and 2026 Expenses.
Present: Hank Van Parys, Chairman, Doreen Buono, Secretary, Jerry Gilnack, Co
Chairman, Bill Hamel, Liaison, Robert McKeon, Town Supervisor
Board Members: Larry Carr, Phil McDougal, Greg Fildes, Michael Roomberg
The meeting was opened by Hank Van Parys, Water Board Chairman at 7:03 PM.
Minutes of the previous meeting of March 24th were approved. Water Board Member,
Larry Carr, motioned to approve, and Water Board Member, Greg Fildes. seconded to
accept the motion.
The Purpose of this meeting was to discuss an initial increase in the water rate to get us
toward a revenue level which will cover Tank Rehabilitation Loan repayments. There
was much discussion. We finally agreed to recommend an increase in the minimum
charge from $57.33 per quarter to $68.00, along with corresponding increase in the rate
per 1000 gallons over the 9000 gallons minimum.

Sam Phelan, began the meeting at 6:40pm. The board members present at the Town Hall were
Maxine Coleman, Jay Quaintance, and Nancy Low-Hogan. Board members, Arthur Salman and
Ariadne Montare were absent. Planning Board Clerk Katie Khakhar was present in person.
Planning Board consultants Ted Fink and Brandee Nelson were present via Zoom.
Sam Phelan made an announcement: The Old Rhinebeck Aerodrome Master Plan application is
not included on this meeting agenda but will be placed back on the agenda when the Planning
Board receives a complete SEQRA part 3 from the applicants.

6:30 PM CALL TO ORDER / DETERMINATION OF QUORUM/ BUSINESS SESSION Chairperson
Sam Phelan, began the meeting at 6:40pm. The board members present at the Town Hall were
Ariadne Montare, Jay Quaintance, and Nancy Low-Hogan. Board members, Arthur Salman and
Maxine Colmena were absent. Planning Board Clerk Katie Khakhar was present in person.
Planning Board consultant Ted Fink and attorney Jennifer Gray were present via Zoom.

Mansfield Pool and Fence Certificate of Appropriateness- Applicant Thomas Mansfield
Presentation of an application for a Certificate of Appropriateness to install a wave pool and
surrounding fence on parcel 230844 located at 55 Old Post Road North in the Upper Red Hook
Hamlet District
Applicant Thomas Mansfield was present in person and gave an overview of his project to
install a wave pool and surrounding fence. He explained that the pool would be partially
inground and approximately two feet would be above ground.
The board asked for clarity regarding the fencing. Thomas Mansfield responded that the fence
will be made of pressure-treated wood fence posts and pool code compliant wire mesh will
surround the pool on three sides and connect to the existing barn which will act as the fourth
side pool surround. Thomas Mansfield further explained he will be adding additional plantings
that will match what is currently there.

The Board unanimously accepted the Supervisor’s and Town Clerk’s financial reports. It opened and then closed a public hearing on the Winnakee Land Trust Camp Rising Sun project. The Board adopted a SEQRA determination of nonsignificance for the project (Resolution 10). It approved the use of up to $390,000 from the Community Preservation Fund to purchase conservation and public‑access easement rights on the 142.62‑acre parcel at 110 Oriole Mills Road (Resolution 11).

Disbursed - $ 2,921,101.14 ; Balance - $ 13,053,366.25 . Supervisor McKeon stated there is a
variance report and proposed budget adjustments prepared by the Town Bookkeeper.

Minutes of the previous meeting of September 10, 2025 , were approved. Water Board Member,
Phil McDougal motioned to approve, and Water Board Member Larry Carr seconded to accept
the motion.
Points Discussed:
1. Plans for the Storage Tank. We are not happy with the size of Bard College contribution,
i.e., $200,000.00 vs $400, 0 00.00 requested
We decided to proceed with RFP. This will give us “ real numbers ” regarding
the cost of the rehabilitation. We may consider our plans at that time.
2. Rehabilitation vs R e place:
Jerry Gilnak says that the Water and Wastewater Authority is thinking that
“ replace ” may be a better option than to “ Rehab and Repaint ” .
Stan has had many years in the water business on Long Island. He is not in favor
of glass lined tanks.
3. Bard Draft agreement: W e need comments and thought on this . – See attachment

6:30 PM CALL TO ORDER / DETERMINATION OF QUORUM/ BUSINESS SESSION Chairperson
Sam Phelan, began the meeting at 6:35pm. The board members present at the Town Hall were
Ariadne Montare, Jay Quaintance, and Member Nancy Low-Hogan. Board member Arthur
Salman was present via zoom. Board member Maxine Coleman was absent. Planning Board
Clerk Katie Khakhar was present in person. Planning Board consultants Ted Fink and Brandee
Nelson were present via Zoom.
Jay Quaintance made a motion to approve the January 5, 2026, Planning Board meeting
minutes. Ariadne Montare seconded the motion, and all members voted in favor.
PUBLIC HEARINGS

The Town Board adopted a motion directing the Town Engineer to prepare supplemental information, a map, plan, and report for Water District No 2 and to allocate $40,000 of American Rescue Plan Act funds for the task. The Board also voted to continue the existing MVP Silver 8 employee health plan, and to accept the lowest‑price electric‑vehicle bid for the Highway Department. Additionally, the Board reappointed members to the Zoning Board of Appeals, Water District #1 Water Board, and the Ethics Board.

A regular meeting of the Town Board of the Town of Red Hook, Dutchess County, New York
was convened in public session at the Town Hall, 7340 South Broadway, Red Hook at 7:30pm.
Present : Supervisor Robert McKeon
Councilmember William Hamel
Councilmember Kristina Dousharm
Councilmember Jacob Testa
Town Clerk Deanna Cochran
Also Present: Highway Superintendent Theresa Burke
Via Videoconference: Attorney for the Town Christine Chale, Esq.
Absent: Councilmember Kenneth Migliorelli
Supervisor McKeon opened with the Pledge of Allegiance and reviewed the agenda.
Public Comment:
Bonnie Day stated the packet for tonight’s meeting included costs associated with the St.
Margaret’s Home site, despite the public being told the y would the site would not cost anything
during acquisition. Bonnie Day stated the associated costs of a public project that is not open to
the public will also happen following the eminent domain proceed ings for the Waterfront Park
project. Bonnie Day stated the Board has not provided any financial plan for the project and the
public is smart enough to realize the cost will be substantial. Bonnie Day stated the short -
sightedness of the project is stunning. Bonnie Day asked the Board to re-evaluate their unpopular
and heart-breaking decision and change course.
Roxanne Fischer stated, in regard to an Article 78 proceeding against Local Law #3 & #4 of 2025,

plan update project although she is no longer on the Town Board. The commiƩee supports appoinƟng
her to an open seat on the Steering CommiƩee. Doug Strawinski has resigned from the commiƩee for
personal reasons.
Project Updates
The summary of the October visioning workshop results was posted on the Town’s comprehensive plan
webpage and shared as part of a winter newsleƩer. Eric and the consultant team have been working
on plans for the second workshop, to be held in Spring 2026 with a focus on goals and strategies for
achieving them.

Public Hearing for an application to install item 4 stone and a 12 ft x 24 ft shed on parcel
858533 located at 4925 Route 9G in Tivoli
Ariadne Montare made a motion to open the Public Hearing. Maxine Coleman seconded the
motion, and all members voted in favor. Applicant Janice Link was present in person and gave a
brief overview of the design, color and location of the proposed shed.
The board members asked if the shed was installed already, when the temporary tent would be
removed, and if the antique hitch wagon was still planned to be added. Jancie Link confirmed
that the shed was installed, the tent would be removed once the shed’s ramp was installed, and
they are planning on adding the hitch wagon to the east side
