Good evening. I am calling this meeting to order. This is a Redmond City Council study session held on Tuesday, September 22nd, 2026, commencing at 7pm. All council members are in attendance. Council Member Procria is online. Mayor Burney will not be in attendance tonight. There are five items on the agenda. The Municipal Operations Centre project update, validation summary and recommendation, 2027-2028 biennial forecast, financial forecast, the 2027-2032 capital investment program review, the continuation of that conversation from our last study session, the housing and human services action plan and council talk time. Today, I'm presenting the second addendum to the Emergency Services Operating Agreement between the City of Redmond and King County Fire District 34. This addendum provides a straight two-year extension of our existing interlocal agreement that we have, moving the end date of the current agreement from December 31st of 2027 to December 31st of 2029. The extension ensures an uninterrupted delivery of our fire suppression, prevention, EMS, and emergency preparedness services for the district residents. It also preserves the longstanding partnership between the city and the district and maintains a stable cost recovery for about $12 to $13 million and for the annual services that we provide the district. We are requesting that Council approve this second addendum to extend the contract two years and place it on the consent agenda for October 6th business meeting. This grant provides the opportunity for Redmond Fire to participate in a joint training to build out our peer support team with regional collaboration. So we are included in this grant today already is agencies from Bellevue, Eastside Fire and Rescue, Kirkland Fire, and Shoreline Fire Department. Bothell Fire Department was originally a part of this grant and pulled out because they're in the process of a regional fire authority with Shoreline Fire. We have three items on the agenda today. First up is our interlocal agreement governing inspections in King County, Fire District 34. Invite our fire crew up. Hello. Good afternoon, council. This item is asking you to send to consent a renewal of an existing 10-year interlocal agreement that we have with King County Council that authorizes us to do annual inspections up in our fire district, up in King County 34. These are permitted businesses and multifamily complexes, and they're just for the annual fire life safety inspections. This is about 10% of our workload, and the contract, as it's been written, is working very well for us for the last 10 years. Increased our level of firefighter safety. And resident safety up in that community that we serve. So asking for this to go to consent on 9-1, and I'd be happy to take any questions. Thank you. Any questions from council? I am joined today by Cameron Zapata, our Senior Parks Planner and our consultants from FCS on this Park Impact fee schedule update. I'm just going to hand it over to Cameron to present this item. Great. Thanks, Lor raine and good afternoon Council. I'm here today to bring back the Park Impact fee schedule update. Last time we came to you, we provided three methods for calculating Park Impact fees, which included the current method and then two standard-based methods. One which calculated, which was calculated using projects from our parks, six-year CIP and then one using the parks, 20-year CIS. Since we last met in June, staff invited folks from the development community, including one Redmond and Master Builders Association to a public engagement session where we shared information with them about the update and then sought their feedback. I'm calling this meeting to order. This is a Redmond City Council special meeting held on Tuesday, July 21st, 2026 commencing at 6:45 PM. Council members, all the council members are in attendance. This special meeting is being held to interview the Human Services Commission candidate Austin Ashenbrenner. Alrick Bien, senior planner will introduce this candidate. Thank you, Mayor. So this is senior pastor at Redmond Presbyterian Church, Austin Ashenbrenner, and we're just so happy to have him potentially join the commission. He is not a resident. He lives outside of the city limits, but the ordinance established the Human Services Commission allows for up to two seats for non-residents, as long as they work in the city, and he works in the city. He's been really interested in helping community members in need with just basic needs services. He's been working very closely with the Redmond United Methodist Church Redmond School Break Food Box Program for many years. And he's also worked with other members of the faith community, other leaders on homelessness and housing, which is a particular interest of his as well. And so this is Pastor Ashenbrenner. Thank you. Hello and welcome. It is 4.30 p.m. and this is the July 21st meeting of the Public Safety and Human Services Committee of the Whole. All council members are in attendance. And I just want to note that this is a very packed meeting for this committee due to an item from another committee that is at the end and just being very packed for relative to how this committee goes in general. So please try to be brief and I may have to cut folks off at some point. But the first item of the three action items is the Community Development Block Grant Projects presented by Deputy Director Allen and Alrick Bean of the Planning Department. Thank you, council. I figured we'd get up here. So since it's a tight, agenda presenting on the proposed allocation of the estimated 2027 Community Development Block Grant funds, Alrick will explain how the determinations were made as well as some background information on how CBDG works and what the requirements are for the distribution of funds. The plan is very similar compared to prior years. And we are looking for guidance from the council on how to proceed and are open to answering any questions you may have. Al rick? Alrick? Great.
