4. Open Public Comment Anyone who is not on the agenda who would like to address the
Commission on items not on the agenda.
Multiple identified Richfield residents spoke on concern regarding Flock cameras. The concerns
regarded surveillance of citizens by law enforcement, including ICE agents. Concerns were also about
media reports on Flock incidents where citizens had been surveilled or incarcerated. Residents would
like more information, and answers to specific questions on how the Richfield PD uses Flock, as well as
the contract between the City and Flock. Residents will send written questions to PD who will try to
respond within 4 weeks.
Motion to move Flock conversation to this portion of the meeting, rather than in New Business.
T.B./T.G. granted. Commission held discussion on Flock concerns. Ultimately Commission voted
(T.G./T.B.) to hold open forum inviting City Council Representative Walter Burk, Richfield PD
