PUBLIC ART ON PRIVATE PROPERTY.
(A) Purpose. This chapter is intended to establish the Summerville Art Fund and to enact a process and
procedures for the installation of original works of art on private property and further the public interest
by:
(1) Promoting cultural heritage and artistic expression in the city;
(2) Enhance the town's character and identity;
(3) Contribute to economic development and tourism;
(4) Add warmth, dignity, beauty, and accessibility to public spaces; and
(5) Expand the experience and participation of citizens with the community and visual arts.
(B) Definitions. As used in this chapter:
ADMINISTRATIVE FEES. Include art consultant, conservator, legal fees, travel and out-of- pocket
expenses.
ALLOCATION FOR PUBLIC ART FUND. The percentage of the construction costs which are set aside for
the town's public art program in lieu of incorporating public art into the build.

The council will hold second and final readings on several ordinances, including establishing an Outdoor Entertainment District, rezoning 102 Pinewood Drive to Neighborhood Business, annexing and zoning two parcels on Pointer Drive and Wilson Drive as General Residential, and amending temporary use rules for road construction. A representative was present. The requested removal was due to a pine tree that is
growing through the canopy of a grand live oak tree. Fulton’s Tree Service arborist
was able to climb the trees and assess the situation confirming that crossing
branches from the live oak has made contact with the trunk of the pine rubbing a
wound into the trunk causing bark to be removed alone with exposing sapwood. The
arborist also stated that the tree blocks the church signage on the property. Mr.

The Parks & Recreation Committee met on Monday, July 6, 2026 in the Council Chambers of the
Town Hall Annex. Chairman Bob Jackson and Committee Members Dexter Mack, and Tiffany
Johnson participated in the meeting. The meeting was called to order at 5:30PM.
Ms. Evans shared the following project updates:
1. Doty Tennis Courts- Construction on the tennis courts began on Monday, June 29. Currently,
two courts are closed. When construction moves to the next phase, the remaining four
courts will be closed. This is necessary because the contractor is using two of the courts to
access the remaining two, minimizing damage to the park and existing trees. Construction is
expected to take approximately four months.
2. Summerville Skatepark- The public input meeting for the Summerville Skatepark was held
on Tuesday, June 30. A representative from 5th Pocket Skateparks led the meeting. Twenty-
nine people attended, and the meeting was well received with positive community
feedback.
3. Summerville Preserve - The Town received the Nationwide Permit for the new dock last
week and is now awaiting the permit from DES before installation can begin. In the
meantime, the contractor has started work on the new fishing

ATTENDANCE
Present: Mayor Russ Touchberry, Councilmembers Tiffany Johnson, Kima Garten, Dexcter
Mack, and Matt Halter. Councilmembers Richard Waring and Bob Jackson were absent. Also
in attendance were Town Administrator Scott Slatton, Town Attorney GW Parker, and Town
Clerk Beth Messervy. A quorum was met. Public and press were duly notified. The meeting
took place in Council Chambers at 200 South Main Street and was livestreamed from the Town’s
website.
CALL TO ORDER
Mayor Touchberry called the meeting to order at 6:00pm on Thursday, June 11, 2026.
Councilmember Dexcter Mack gave the invocation and pledge of allegiance.
SPECIAL RECOGNITION
Mayor Touchberry recognized Jessi Schaefer, the winner of the “Mayor for the Day” auction
item from a local fundraiser. Ms. Schaefer was able to spend the day in Town Hall with the
Mayor and staff.
EMPLOYEE RECOGNITION
Mayor Touchberry recognized Kim Zwinge, the Fleet Maintenance Administrative Assistant, for
her hard work and dedication to the Town of Summerville.

1. 100 Newcastle Ct. - Removal of Three Grand Trees
There were no representatives present. This agenda item was deferred from the April
meeting. The three trees requested for removal were a sweetgum, elm tree, and a
willow oak hybrid. Mr. Morris stated that the elm tree has a leader with a hollow in it
and if that leader happens to be removed, the integrity of the tree would be affected.
Mr. Burbage agreed and added that the decay in the leader leads him to believe that

PUBLIC ART ON PRIVATE PROPERTY.
(A) Purpose. This chapter is intended to establish the Summerville Art Fund and to enact
a process and procedures for the installation of original works of art on private property
and further the public interest by:
(1) Promoting cultural heritage and artistic expression in the city;
(2) Enhance the town's character and identity;
(3) Contribute to economic development and tourism;
(4) Add warmth, dignity, beauty, and accessibility to public spaces; and
(5) Expand the experience and participation of citizens with the community and visual
arts.
(B) Definitions. As used in this chapter:
ADMINISTRATIVE FEES. Include art consultant, conservator, legal fees, travel and out-
of- pocket expenses.
ALLOCATION FOR PUBLIC ART FUND. The percentage of the construction costs which

SUMMERVILLE PLANNING DEPARTMENT,
I am surprised and concerned that the Town’s Planning department is already considering
another request to zone the parcel of land across from the elementary schools at King Charles Circle as
Multi-Family Residential.
Recently the neighborhood as well as the Planning Commission and the Town Council all agreed
that this parcel is not suitable for MFR zoning. Many reasons were given and the Town voted
overwhelmingly that MFR was inappropriate. It would be hypocritical to change positions now.
Apparently, for financial reasons, the church’s developer wants to artificially inflate the value of
this property as an MFR-suitable parcel, and it is not. It is suitable only for residential zoning.

ATTENDANCE

Dorchester County Auditor JJ Messervy gave a presentation on property tax and millage. He
compared the Town of Summerville’s millage value with those values of surrounding
municipalities. Mr. Messervy showed that the Town’s millage revenue alone does not pay for
the annual public safety operational budget. Mr. Messervy discussed the benefits of local option
sales tax in Charleston and Berkeley Counties.

‘This meeting of the Town of Summerville Planning Commission was held in Town Council Chambers and was attended by

The meeting was called to order at 10:05 a.m., followed by a brief roundtable of introductions.
Jessi reviewed the authorizing ordinance and highlighted several key provisions: meetings must be held
publicly; the commission is required to elect officers; the initial appointments include staggered terms to
ensure continuity; and there is currently no dedicated funding source.
The group discussed the overall purpose of the commission. Staff will serve in a liaison role and will forward
appropriate items to Town Council as needed.

the Town Hall Annex. Chairman Bob Jackson and committee members Dexter Mack and Tiffany
Johnson participated in the meeting. The meeting was called to order at 5:30PM.
Ms. Johnson made a motion, seconded by Mr. Mack, to nominate Bob Jackson as Chair for a
two-year term. The motion passed unanimously.
Ms. Evans shared that the requested survey had been completed and that the overall response was
supportive of the proposed changes. Ms. Johnson made a motion, seconded by Mr. Mack, to approve
the changes to the Special Events Permit Guide as presented in the agenda packet. The motion
passed unanimously.
With no other business to discuss, Ms. Johnson made a motion, seconded by Mr. Mack, to adjourn.
The motion passed unanimously, and the meeting adjourned at 5:33PM.

and finish details would all match the existing architecture. Mr. Knight made a motion to approve the request as
submitted with details to match the primary residence and cottage to include chamfered columns. Ms. Huggins
seconded the motion; the motion passed unanimously.

ATTENDANCE

CALL TO ORDER
Mayor Touchberry called the meeting to order at 6:00pm on Thursday, January 15, 2026.

The Parks & Recreation Committee met on Monday, January 12, 2026 in the Council Chambers of
the Town Hall Annex. Chairman Bob Jackson and committee member Dexter Mack participated in
the meeting. The meeting was called to order at 5:30PM.
Ms. Evans presented proposed revisions to the Special Event Permit Guide, noting that the
document was most recently updated in January 2025. She explained that because permits are
accepted up to one year in advance, there is often a significant delay between policy changes and
full compliance. Working with Summerville DREAM, the most significant proposed change would
limit permitted events in Summerville to one Saturday per month and block out certain key
Saturdays each year.
Mr. Steve Doniger briefly spoke to the value of these days to local merchants. Ms. Evans also
reviewed a list of 2025 permits issued for Hutchinson Square, which included a total of 13 Saturday
events, four of which involved street closures (two DREAM events, one Parks & Recreation event,
and one third-party event). Chairman Jackson indicated that he would like to receive feedback from
merchants regarding these proposed changes.

Alfreds. They noted that the entire building was suffering from extreme termite damage and was not
salvageable. Ms. Zimmerman noted that accessory buildings were mentioned within the SHPO survey,
