The following topics were discussed:
Resolution 1761 - Setting Public Hearing to Hear Testimony Regarding Vacation of a Portion of
Kincaid Avenue
Assistant City Attorney Doug Ruth stated that the Kincaid Avenue right-of-way is a 60-foot wide stretch
of property that runs from Main Street south to Rainier Street. Where the avenue parallels Heritage Park,
the driving pavement and sidewalk combined take up 45 feet of the 60-foot width. The remaining 15
feet is grass and pavement that make up a portion of the park. Attendees to Music of Main probably do not
care if they plant their lawn chairs on park property or right-of-way property when attending the event. But
the classification of property does matter for consolidating the park parcels, which the City would like to
do in anticipation of further developing the park. Right-of-way vacation would do just that. Vacating the
15-foot portion of the Kincaid right-of-way that is not used as sidewalk or roadway will allow Sumner to
combine the park parcels into one. One step in the vacation process is to hold a public hearing on the

SMC 3.54, donations more than $5,000 but less than $50,000 are accepted by the Finance and Personnel
Committee. Do Pass.
Motion: Approval of Surplus: DCA Steffens added a surplus request to the agenda. The materials
include field maintenance (chalk, dry line marker, baseball bases) and light shields. All are remaining
in a shed at the Bill Heath Sports Complex. The items will be offered to the Sumner-Bonney Lake
School District. If the SBLSD does not want the items, they will be disposed of.

Operations Facility - Construction Management Contract Amendment
Assistant Engineering Manager Drew Mayo stated that the Operations Facility project includes
construction of a new public works facility with approximately 102,100 square feet of total building space
across six buildings on a 6.2-acre site at 14320 29th Street East. The facility will house Public Works,
Parks, and Facilities and will include an administration building, vehicle storage, fleet washing, and
material storage. The project also includes frontage improvements, landscaping, site lighting, and
stormwater management. Due to delays in the contractor’s construction schedule, construction
management services need to be extended to continue providing project oversight and support through
completion of the Operations Facility. Amendment No. 2, in the amount of $246,548.09, will increase the
total contract value to $2,608,235.09.

COMMITTEE BUSINESS
1. Financial Update
Carmen Palmer provided an update on the funds and projects:
- Balance at end of June was $406,146.
- There’s still a $20,000 bond we’re holding for the Heritage Park/Hops Alley plants that will be
released to the contractor in Winter 2027 (assuming the plants continue to thrive).
- Total amount available is conservatively $386,146.
2. Potential Funding Item: Assets for Increased Event Safety
Palmer updated the group that Pierce County LTAC recommended $500,000 in funding in 2027 for
Sumner to replace the sound/PA system and purchase more permanent barricade/bollard options
to run down Main Street for better event security. The application anticipated a $150,000 match
from Sumner LTAC to fairly balance the two sources of Sumner lodging tax funding.
Burke moved to approve recommending $150,000 for this project. Hendricks seconded. The motion
passed unanimously.
3. Other Potential Funding Needs
Palmer provided an update on potential other funding needs, focusing on the Council’s recent
investment in fully designing the balance of Heritage Park. The committee agreed to hold off on any
further funding recommendations and meet in March 2027 to assess a Sumner LTAC commitmen …

THE SPECIAL MEETING OF THE SUMNER CITY COUNCIL WAS CALLED TO
ORDER BY MAYOR BOWMAN AT 6:00PM.
CALL TO ORDER
Roll Call: Elfers, Evers, Hochstatter, Kenna, Malcolm, and Wilsey
COUNCILMEMBER EVERS WAS ABSENT. HE NOTIFIED THE MAYOR AND THE CITY
ADMINISTRATOR AS PER COUNCIL RULES OF PROCEDURE.
MOVED BY ELFERS SECONDED BY KENNA TO EXCUSE EVERS FROM TONIGHT’S
MEETING.
PASSED BY ROLL CALL VOTE.
SPECIAL BUSINESS
a. Suspension of the Rules
MOVED BY ELFERS SECONDED BY MALCOLM TO EXERCISE SECION 22 OF
THE COUNCIL TULES OF PROCEDURE, SUSPENDING THE RULES TO ALLOW
MR. ISAACS TO BE ADMINISTERED THE OATH OF OFFICE AT TONIGHT’S
SPECIAL COUNCIL MEETING.
City Administrator Jason Wilson spoke to the topic.
PASSED BY ROLL CALL VOTE.
b. Oath of Office
MAYOR BOWMAN ADMINISTERED THE OATH OF OFFICE TO MR. ISAACS. HE
THEN TOOK HIS SEAT ON THE DIAS.
ADJOURNMENT
With no further business before the Council, Mayor Bowman adjourned the Special Council
meeting at 6:06pm.

1. July 2026 data review
Chief Parkinson presented stats for July. No significant changes for the month or year.
1. Discussed Reinke's memorial and appreciation from his family for support from the city, council, and
community.
2. Wildfires on east side of state increasing and now locally as well. Units are out assisting on multiple
wildfire events in WA and OR (currently a brush truck and 4 personnel deployed as well as "single
resources" as requested).
3. Burn ban increased to Stage 2- backyard burning (already not allowed in city) banned in unincorporated
and recreational fires banned. Essentially only BBQ's allowed.
4. Station in Prairie Ridge almost complete.
5. Firefighter recruitment continues.
