Community & Economic Development Director Ryan Windish presented on Ordinance No. 2960 that would
amend the Parking Code (Sumner Municipal Code 10.36) to provide needed updates as it relates to 4-hour
Truck Parking, streets that should prohibited parking, time limits for loading zones, and back-in parking. Mr.
Windish explained that the Parking Code was last updated in 2022 and this is a general clean-up to address
issues found through enforcement and field work by the Police Department. In addition, the City has begun
requiring back-in angled parking in certain locations and these amendments make this more enforceable. The

Chief Parkinson presented an overview of the February monthly activity report.

Deputy Chief McCurdy handed out copies of the February monthly activity reports. All activity
was consistent with a typical February.
Deputy Chief McCurdy talked about the various mental health support resources and asked the
group if they would be interested in hearing from some of the providers (MultiCare and EPRF) about
the work that they do in and around Sumner. The Committee members expressed interest in learning
more.

incidents on February 15 and February 26, respectively.

White River Restoration Project - Property Acquisition Schliesman
Public Works Director Michael Kosa stated that the White River Restoration Project is a large-scale
restoration project intended to improve fish habitat while also minimizing flooding issues; protecting
businesses, residences, and transportation routes along the White River. The Schliesman family owns a
residential parcel along the White River and at a location where an engineered log jam is installed. City
ownership of the land has long and short term benefits. Long term benefits of the acquisition are access for
future maintenance of the log structure. Short term benefits are a shorter duration needed to install the
structure, allowing for more in-water work to be completed during the 2026 fish window. An appraisal and
negotiation occurred and a fair market value of $450,000.00 was agreed upon.

Meeting called to order at 4:01 pm at Sumner City Hall and via Teams.
I) Monthly Activity Reports & Department Updates – Fire, Chief Parkinson
Chief Parkinson presented an overview of the January monthly activity report as well as the
following updates:
• 13 recruits currently in the fire academy
• 3 paramedic students graduating from the Tacoma Fire program on 2/20
• 2 paramedic students starting the same program the following week
o Paramedic training is 1 year long
II) Monthly Activity Reports & Department Updates – Police, Chief Moericke
Chief Moericke handed out copies of the January monthly activity reports . All activity was
slightly lower than in previous months, which is typical for January.
Chief Moericke updated the committee that recruit O’Conner will be graduating BLEA on March
4
th and is doing well . There are current recruitments for the open officer position and an animal care
technician. Chief Moericke a dvised that the Civil Service Commission approved the promotional
processes to prepare for his succession and the other anticipated vacancies that will be created.

Fryar Avenue Trail Project Property Acquisition - Dhaliwal Investment Group 2, LLC
Assistant Engineering Manager Leach stated that as part of the anticipated Fryar Avenue Trail project, the
City is currently in the property acquisition phase. Dhaliwal Investment Group 2, LLC is a property owner
within the project footprint. Dhaliwal Investment Group is willingly conveying the necessary property to
the City for the project, for an agreed-upon price of $1,600.00. This project is grant funded and this
acquisition was negotiated with the assistance of the City's consultant, Commonstreet in accordance with

Fryar Ave Trail - ROW Consultant Agreement Supplement
Assistant Engineering Manager Leach stated the Fryar Trail Project will construct approximately 3,300
linear feet of shared use path that parallels Fryar Avenue from West Main Street to Puyallup Street. In
order to construct the project, partial acquisitions and/or easements are needed from twenty-three parcels
along the project corridor. These twenty-three parcels are owned by thirteen different property

The committee selected councilmember Greg Reinke to serve as committee chair for 2026.
I) Monthly Activity Reports & Department Updates – Fire, Chief Parkinson
Chief Parkinson presented an overview of the December monthly activity report that included year
end activity totals as well as the following updates:
• 13 new recruit firefighters are in their academy now and will be graduating later this spring.
• 3 paramedic students will be graduating from the Tacoma Fire Department paramedic program
in February, and 2 more students will be starting the program in February as well. The training
and backfill overtime are all reimbursed through a grant from FEMA (AFG).
He also recognized the incredible work done by the City of Sumner during the floods stating “I greatly
appreciate the teamwork and coordination”.
II) Monthly Activity Reports & Department Updates – Police, Chief Moericke
Chief Moericke handed out copies of the December monthly activity reports that also included
year-to-date totals. All activity was slightly lo wer than in previous months, which is typical for

Introductions of staff and newly appointed Councilmembers, as well as appointment of Matthew Kenna as

Hunt Avenue Reconstruction - Design Consultant Agreement
Assistant Engineering Manager Wright stated Hunt Avenue between West Main and State Street is in poor
condition: lacking sidewalks, outdated utilities, etc. The project will include replacement of the roadway
section to current standards including sidewalks, curb, gutter, on-street parking, replacement of old utilities
in the section, and storm drainage, in addition to other necessary work. The City advertised for a design
consultant and ten (10) Statements of Qualifications were received on November 25, 2025, for this project.
Upon review, Psomas was selected to provide design consulting services for this project. An agreement of
$108,701.00 was negotiated to conduct the initial design and data gathering phase. A later amendment will

The Finance & Personnel Committee meeting is held using a hybrid model.

Motion: Setting of Committee day/time for 2026/2027: After discussion, the regular meeting time for
the Finance & Personnel Committee is set for the second Wednesday of each month at 3:30 PM. DCA
Steffens will send out an updated calendar invite.

Recruitment: DCA Steffens provided a verbal update , including a summary of 2025 activity and
anticipated 2026 activity:
• Current open recruitments.
o The City continues to recruit for law enforcement positions.
