CALL TO ORDER/ROLL CALL — The meeting was called to order at 5:30 p.m. Trustees
present were Mr. Murphy, Mrs. Ruck, Mr. Trowbridge and Mr. Baldridge. The Village Attorney,

REGULAR MEETING MINUTES
WEDNESDAY, JANUARY 14, 2026, AT TIME: 5:30 P.M.
CALL TO ORDER/ROLL CALL-The meeting was called to order at 5:30 p.m. Trustees
present were Mr. Weihs, Mrs. Ruck, Mrs. Jones, and Mr. Perdue. Mr. Baldridge joined the
meeting via Zoom. The Village Attorney, Mr. Miller, was also present.
PLEDGE OF ALLEGIANCE - Recited by those present.
APPROVAL OF MINUTES-
• December 10, 2025 - Regular Session Minutes
o Motion made by Mrs. Jones to approve the minutes, seconded by Mrs. Ruck, the
motion passed with unanimous approval.
• December 15, 2025 - Special Session Minutes
o Motion made by Mrs. Ruck to approve the minutes after adding the name of the
developers involved in the Planning and Zoning Hearing, seconded by Mrs. Jones,
the motion passed with unanimous approval.
SHEPHERDS CANYON SPECIAL USE PERMIT
• The Shepherds Canyon Retreat representatives gave an overview of what they were
requesting. A special use permit to allow them to use the property at 270 Veronica Lane
as a parsonage to council ministry leaders in need of guidance. They state the home
would be a fulltime residence for a local pastor and six (6) times a year they would host
up to four (4) couples for the intensive counseling.

A special use permit for a single-family home located at 270 Veronica Lane in the Village of
Four Seasons. And if you guys can't hear me, raise your hand or just throw something not
too heavy, I think. The property in question is currently owned by the applicant, Shepherds
Canyon Retreat Incorporated.
The application will be considered tonight in request of a special use permit being granted
to allow for the home to be used for week-long counseling retreats for pastors and other
ministry leaders and their spouses. If you haven't done so, which at this point is really a
moot point since we've locked the doors, I was going to say sign up to speak, but I wrote this
before we knew how we were going to conduct this. There are also copies of the rules for
meeting conduct. I'm not going to read that whole list. There are a few items I want to kind
of highlight first.
• Please make sure your phones or electronic devices are shut off.
• Second, anyone speaking, make sure that all your comments and stuff are directed
to the commissioners and not back to audience members. It's better that way.
• Also, please refrain from talking amongst yourselves as people are speaking, because
it makes it really hard for people to hear.
