Plympton meetings: ZBA set for final vote on Ricketts Pond permit; Selectmen to vote on designer procedures
Plympton boards held a series of meetings over the past two weeks, but minutes have not yet been published for any of them, so no final decisions are on the record. The most consequential action items are scheduled for the week ahead, including a final Zoning Board of Appeals vote on the Ricketts Pond LLC comprehensive permit and a Selectmen's vote on written designer selection procedures.
Zoning Board of Appeals — Ricketts Pond LLC
The ZBA met June 25 to review a draft decision on the Comprehensive Permit Application for Ricketts Pond LLC and may have voted, but minutes are not yet published. The public hearing was closed May 28, and public participation was restricted. The board is scheduled to meet again July 6 to finalize and vote on the draft decision. Only board members and town counsel may speak at that session.
Board of Selectmen
The Board of Selectmen met June 29 to discuss several items, including litigation strategy in Town of Plympton v. SLT Construction (executive session), the public buildings water supply project and contract status, adoption of written procedures for a Designer RFQ, a Fire Chief update on ambulance rates, Old Town House maintenance, and an extension of the Interim Town Administrator appointment through August 15, 2026. Minutes are not yet published, so it is not confirmed which items were voted on.
On July 6, the board is scheduled to vote on the town's Written Designer Selection Procedures. If approved, the Chair would be authorized to sign the document on behalf of the Board.
On July 9, the board will hold final interviews with four candidates for the Town Administrator position: Christine Demoranville, Robert Fennessy, Heather Hamilton, and Sydney Viveiros.
Board of Health
The Board of Health met June 25 solely to attend and participate in a Zoning Board of Appeals hearing at 12:00 PM in the Deborah Sampson Conference Room. No other business was scheduled. Minutes are not yet published.
On July 6, the board is again scheduled to meet for the purpose of participating in a concurrent ZBA hearing.
On July 14, the Board of Health has multiple items scheduled, including an executive session to discuss litigation strategy in O'Hearn v. Town of Plympton (Superior Court No. 2283C-V00462), review of septic plans for properties including 110 Center St and 25 Oak St, a housing complaint and order to correct for 163 Center Street, revocation of a septic hauler permit for Wind River, perc test applications for 133 Pleasant St, 0 Nel Bonney Road, and 88 Upland Road, and review of failed septic systems at 50 Forest, 50 Maple Street, and 36 Colchester Street. A separate July 14 session is listed to enter executive session regarding the reputation, character, physical or mental health, or discipline of an individual.
Old Colony Planning Council
The Old Colony Planning Council held four meetings between June 23 and June 30. Agendas covered approval of May 2026 meeting minutes, review of May 2026 financials, discussion of a dormant Rockland Trust account, an update on state retirement legislation, committee reports, an OPEB Trust Report, election of FY26 Council and ROM Council Officers, trust performance review, and a voting exercise to add projects to the CEDS Priority Projects List. Minutes are not yet published for any of these meetings.
Library Trustees
The Plympton Library Trustees held a regular monthly meeting July 2 to approve prior minutes, hear a director's report, and address routine administrative matters. No public hearings, contracts, or policy changes were listed. Minutes are not yet published.
