Beck at 10 AM. Commissioner Ronald W. Turpin was present; Commissioner Therese M. Brown was absent. . PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE ITEMS FOR CONSIDERATION 3.a. Consideration of the minutes of June 26, 2026, legislative session. Ronald Turpin made a motion of Approval and was seconded by Richard Beck. Motion passed 2-0, 3.b. Presentation on status of the Allen County Fire & EMS District, by Executive Fire Chief Jeremy Bush and Carson LLP Attorney Amanda Landis. Fire Chief Jeremy Bush presented the development of the county fire and EMS district and explained next steps in the uniting of four existing fire districts, plus East Central Fire Territory. Also being added in the fire service area are currently unserved Jackson, Madison and Monroe Townships, including Monroeville. Bush noted a commitment to doing this the right way, and said contracts, budget, infrastructure, and IT software, are among the numerous items which have already been discussed by himself and the executive committee members. He added that Baker Tilly has provided budget oversight, and former city controller Garry Morr has consulted. The purpose of the meeting was for additional appropriations, transfer of funds in excess of the current budget, grants, and any other business to come before Council. Attending: Lyndsey Hammond, Tom A. Harris, Ken Fries. Kyle Kerley, Don Wyss and Bob Armstrong. Paul Lagemann was absent.
