room 2 for the last two years.
• Consider wainscotting on walls to protect from table and chair racks
• Consider mood lighting and dimmable lights for ambiance
• Consider commercial kitchen uses:
o Eliminate plates, silverware, food service ware, drinkware, coffee
carafes (keep a few for events such as elections), pots and pans,
serving containers/bowls. The kitchen items are rarely used, and
renters typically have catering service provided.
o Keep the stove, coffee maker, fridge, freezer and walk in cooler.
Dishwasher is seldom used. We have had continual issues with
the old appliances. Reliability is questioned and parts aren’t
available anymore for the walk-in cooler.

Records Management and Data Practices Policy
Purpose
The purpose of the City of Arlington Records Management and Data Practices Policy is
twofold:
1. To provide a plan for managing government records by allowing continuing
authority to dispose of records under Minnesota Statutes § 138.17; and
2. To comply with the Minnesota Government Data Practices Act (MGDPA),
Minnesota Statutes Chapter 13, including Sections 13.025 (government entity
obligation), 13.03 (procedures), and 13.05 (duties of responsible authority), by
establishing procedures for appropriate access to public data and protection of
non-public data.
This policy applies to all records and data maintained by the City of Arlington, regardless of
format (paper, electronic, or other).
Records Management Program
The City of Arlington adopts the most current General Records Retention Schedule for
Minnesota Cities (GRRR) as published by the Minnesota Administrators and Finance
Officers Association (MCFOA) and available on the MCFOA website. The City Council
formally adopts this schedule (and any future updates) by resolution. The GRRS

City of Arlington Economic Development Authority (EDA)
Introduction
The City of Arlington Economic Development Authority (EDA) offers a variety of incentives
and loan programs to support business expansion, job creation, housing rehabilitation,
childcare services, and community development. These programs are designed to fill
financing gaps, stimulate private investment, remove blight, and strengthen the local
economy while maintaining fiscal responsibility.
All programs are administered by the EDA, with final approvals typically requiring EDA
and/or City Council action. Funds are limited and awarded on a first-come, first-served
basis unless otherwise noted. Meeting minimum criteria does not guarantee approval;
each application is evaluated on its merits, including economic impact, financial
feasibility, and alignment with City goals.

Program Overview
Arlington Rural Roots Business Retention & Expansion (BRE) Program
The Arlington Economic Development Authority (EDA) Business Retention & Expansion
(BRE) program is tailored for our small rural community. It focuses on keeping and growing
existing businesses, which is the source of roughly 80% of new jobs and investment in most
rural economies by building relationships, solving problems early, and turning local
strengths, such as lower operating costs, tight-knit community support, and quality of life,
into competitive advantages.
The program is practical, volunteer-assisted where possible, and leverages free or low-cost
resources such as state extension services, Small Business Development Centers
(SBDCs), USDA Rural Development programs, and local partners. The program positions
the Arlington community as a place where businesses feel heard, supported, and invested
in, turning retention into genuine growth.
Program Goals

The Arlington City Council is adopting Ordinance 219, which amends the city's fee schedule for various services, licenses, and permits. The ordinance sets or updates fees for planning and zoning, utilities, storm water, library, animal licenses, fire and ambulance services, event center rentals, and more. It takes effect upon publication.

ORDINANCE NO. 219
AN ORDINANCE AMENDING THE SCHEDULE OF FEES AND CHARGES FOR
VARIOUS SERVICES, LICENSES AND PERMITS
WHEREAS, the City Council is desirous of establishing a uniform system of
fees for requests relating to official controls, information, permits,
applications or other matters handled by the City.
THE CITY COUNCIL OF THE CITY OF ARLINGTON, MINNESOTA, DOES
ORDAIN AS FOLLOWS:
Section 1. All fees and charges in effect as of the date of the adoption of
this ordinance shall remain in effect unless otherwise modified by the
provisions of this ordinance.
Section 2. Inthe event of a conflict, this Fee Schedule shall prevail.
