Mayor Brian McGreevy called the meeting to order at 7:00 PM in the Baltic City Hall, 130 St. Olaf
Avenue. Answering roll call were Alderman Eric Comes, Edward Clark-Jessen, Mayor Brian McGreevy,
Alderman Nikki Oien, and Steve Boeve. Also in attendance was Finance Officer Lauren Utecht. Absent
was Public Works Supervisor Dusty Lau.
Brian McGreevy led the meeting in the Pledge of Allegiance.
APPROVAL/AMEND AGENDA
Motion to approved agenda was motioned and second. Motion passed.
MINUTES
Approval of Minutes will be discussed at year end meeting on 12/22/2025.

The Council reviewed the Claims Payable. Clark-Jessen made a motion to approve the amended Claims
Payable, seconded by Boeve. All ayes, motion carried.

REAL ESTATE PURCHASE AGREEMENT
1. PARTIES TO CONTRACT – PROPERTY, This Real Estate Purchase Agreement (“Agreement”) is made
and entered into by and between the Baltic Area Development Foundation, a South Dakota nonprofit
corporation, hereinafter referred to as (“Seller”) and Matt Gonsor hereinafter referred to as (“Buyer”). Upon
the terms and conditions set forth herein, Seller agrees to sell, transfer, and convey to Buyer, and Buyer
agrees to purchase from Seller, the real estate legally described as: Lot 4A, Block 4, Ex Tract A, of the Keys
Addition to the City of Baltic, Minnehaha County, South Dakota. Also known as 100 Lovely Ave, Baltic,
South Dakota.
2. PURCHASE PRICE. The total purchase price is to be Forty Five Thousand Dollars ($45,000.00), payable at

3. FINANCING. This offer is not contingent upon financing.
4. APPRAISAL. This offer is not subject to a property appraisal.
5. SALE OF BUYER’S PROPERTY. This offer is not contingent upon the sale or close of property owned by

The following is a status report of current projects and other general engineering projects that ISG has been working on over the
past month.
Oak & Ash Improvements – Project Construction Phase
Project Overview:
Oak & Ash Utility Improvements will consist of removal and installation of watermain and sanitary sewer along Oak
Avenue, Ash Avenue, and 2nd Street. The project will provide new utility services as needed. This project is funded
through ARPA Grants and SRF Loans. The project has been awarded to Earthwork Enterprise with a total contract
amount of $915,800.65.
Project Status Update:
This project has met final completion. Contractor has completed all punchlist items.
Project is ready for closeout
Project Schedule:
A tentative construction schedule was provided by Adam Brown of Earthworks Enterprise.

The following is a status report of current projects and other general engineering projects that ISG h as been working on over the
past month.
Oak & Ash Improvements – Project Construction Phase
Project Overview:
• Oak & Ash Utility Improvements will consist of removal and installation of watermain and
sanitary sewer along Oak Avenue, Ash Avenue, and 2 nd Street. The project will provide new
utility services as needed. This project is funded through ARPA Grants and SRF Loans. The
project has been awarded to Earthwork Enterprise with a total contract amount of
$915,800.65.
Project Status Update:
• A site walkthrough was completed last week between the contractor, City of Baltic and ISG. An updated punchlist was
shared with the contractor following the walkthrough.
• These punchlist items will be addressed this spring and the remaining site grading and site restoratio n will be
completed as weather allows.
• All punchlist items will be addressed before the project will be closed out and accepted by the City.

The City of Baltic convened as a board of equalization on March 21st, 2025. Members
present were Interim Mayor & Alderman of Ward 2, Brian McGreevy, Alderman of
Ward 2, Edward Clark-Jessen, Alderman of Ward 1 Nikki Oien and Steve Boeve, and
School Board Member Zach Nebben.
Chairman McGreevy called the meeting to order at 6:00 pm. Following is a record of the
actions taken.

Reason for objection: Boeve believes his property value is too high. Boeve stated his

Water Main Looping Project – Project C loseout Phase
Project Overview:
• Water Main Looping project will consist of the inst allation of watermain from 4 th to 5 th Street and 6 th to 7 th Street. The
project will provide redundancy to the watermain system to support the growing community. This project is funded
through ARPA Grants and SRF Loans. The project has been awarded to 605 Companies with a total contract amount of
$500,963.55.
Project Status Update:
• This project has met final completion. Contractor has completed all punchlist items. A warranty letter was supplied by
605 Companies on January 10, 2025, warranting the s eeding and final restoration within the project site. Project is
ready for closeout.
Project Schedule:
• A tentative construction schedule was provided by Zach Dinger of 605 Companies.
