Present were Council President Jankowski, Councilmembers Viele, Twichell, Geib,

In attendance from the City w ere Chief Camp, Chief Graham, Shawn Heubusch, Scott
Allen, Lisa Neary, and Teri Dean.
Call to Order
Council President Jankowski called the m eeting to order at 5:30pm. Councilmember
Schmidt led the Lord’s Prayer and the Pledge of Allegiance.
Public Comments
John Roach, 116 Gr andview Ter, noted that the City was hoping to sell the Brisbane
building but noted there was an historical marker so wondered what would be done with
that. He asked if there was a plan to relocate it.
Ashley Hightower, 8 Edward St., thanked Council President Jankowski for his suggestion
to talk to the school superintendent and principal but they said it was a community issue
and pushed her back to the City. She appreciated being heard and was thankful that it was
in the media because it reaches further than she could herself. She noted that people were
changing schools and moving to Buffalo and Rochester to feel safer which she felt should
be a scary thought.

Councilmember Lord noted that he’d had an incident with kids throwing rocks at his child
and appreciated everyone’s efforts but the state only allows so much to be done. He felt

MONDAY, JUNE 8, 2026
Present were Council President Jankowski and Councilmember Twichell, Geib, McGinnis,
Briggs, Schmidt, Lord, and DiSalvo. Councilmember Viele arrived at 5:35pm.
In attendance from the City were Chief Camp, Captain Fix, Shawn Heubusch, Teri Dean,
Scott Allen, and Lisa Neary.

Council President Jankowski called the meeting to order at 5:30 PM.
Invocation and Pledge of Allegiance
Councilmember Twichell read a p rayer by A braham Linco ln and led the Pledge of
Allegiance.
Public Comments
Howard Owens, 8 Morton Ave, not ed that he was surpr ised by Co uncil Presiden t’s
response to his claim of violation of the open meetings law at the last meeting. He noted
that he provided stat ements and documents that the City Attorney hadn ’t reviewed but
Council President Jankowski stated that he went al ong with the City Attorney ’s remarks.
He noted that his concern isn’t the number of executive sessions held but what is discussed
in them. He made three assertions he felt the City Attorney should address and gave
Council President Jankowski the supporting documents he wanted reviewed.
Ashley Hightower, 8 Edward St, noted that a kid making it through middle school is a
challenge and her son has been bullied and attacked. She feels she doesn’t have the means
to protect her son and doesn’t think the school or the police were doing enough and wanted

The regular business meeting of the City Council was held Monday, June 8, 2026 at 6:03pm
in the Council Chambers, One Batavia City Centre, Batavia, New York, with Council President
Jankowski presiding.

Council President Jankowski called the meeting to order at 6:03pm immediately following

City Attorney’s Report
Mr. Van Nest noted that they were busy with various matters but nothing specific at that
time. He discussed the red flag law and noted it may be an unknown budgetary matter by
state law.

City Manager’s Report
Mrs. Tabelski noted the City had applied for a lead line funding grant in 2023 and just
found out it was awarded to the City. She noted the City would get $772,000 for lead line
inventory and up to $7.5 million for lead line replacement. She noted the bed tax
legislation had pass both houses in the state and just waiting for the Governor’s signature.
She noted the City was moving forward with the engineering project for the $30 million
wastewater project. She explained the state budget finally passed and would like Council

submission of any application to provide residents with information about the program and to
obtain citizen input regarding community development needs and priorities; and
WHEREAS, residents are encouraged to attend the hearing to assist the City in identifying

Present were Council President Jankowski, Councilmembers Twichell, Geib, McGinnis,
Briggs, Schmidt, DiSalvo, and Lord. Councilmember Viele was absent.
In attendance from the City w ere Chief Camp, Chief Graham, Shawn Heubusch, Scott
Allen, Bailey Groth, Lisa Neary, and Teri Dean.
Call to Order
Council President Jankowski called the m eeting to order at 5:30pm. Councilmember
Briggs led the Lord’s Prayer and the Pledge of Allegiance.
Public Comments
Howard Owens, 8 Morton Ave, noted that serial meetings were not allowed for the City
Manager to meet with Council. He noted that all public matters must be discussed in open
sessions. He read the reasons allowing Council to enter into executive session and felt that
discussing the county fire presentation in executive session was in violation of the open
meetings law. He noted that just stating employment matters as a reason to enter executive
session wasn’t appropriate language as it needed to be more specific. He wanted Council
to correct their violations of the open meetings law.
John Roach, 116 Grandview Terr, noted that the Town wanted to do a traffic study for
about $67,000 and asked the City to pay 10% and he wanted to know why. He noted that
was a Town problem and the City Manager has done everything she could to get the state
to look at this already so what would we get out of this? He noted that City has already

CITY OF BATAVIA
BUSINESS MINUTES
MONDAY, MAY 11, 2026
The regular business meeting of the City Council was held Monday, May 11, 2026 at 5:30
PM in the Council Chambers, One Batavia City Centre, Batavia, New York, with Council
President Jankowski presiding.
Present were Council President Jankowski and Councilmembers Viele, Twichell, Geib,
McGinnis, Briggs, Schmidt, Lord, and DiSalvo.
City staff in attendance were Shawn Heubusch, Chief Camp, Chief Graham, Tom Phelps,
Teri Dean, Lisa Neary, and Bailey Groth.
Council President Jankowski called the meeting to order at 5:30 PM. Councilmember Lord
read a prayer and led the Pledge of Allegiance.

Public Comments
Steve Grice, 48 Batavia City Centre, asked to have a meeting with Council along with the
other mall merchants to discuss the user fees as they keep going up. He noted that the user
fee for Dan’s Tire and Auto has doubled in the last few years and was concerned about
continued increases. He noted that some tenants were receiving breaks in their fees ever
after the properties have changed hands. He requested a meeting to discuss all of that.

Mrs. Tabelski noted that Dan’s was one of the merchants who had received a break on
these fees for several years but was now paying the full value. She noted that the JCPenney
store may be the only one based on the settlement agreement. She didn’t believe there
