Public Hearing - Notice of Intent
Massachusetts Wetlands Protection Act
In accordance with the Massachusetts General Laws Chapter 131, Section 40 (the Wetlands
Protection Act), you are hereby notified that the Town of Belmont Conservation Commission
has received a Notice of Intent (Application) seeking permission to remove, fill, dredge, or
otherwise alter an area subject to protection under the Wetlands Protection Act and Bylaw.
The project consists of the removal of one tree and the construction of a proposed addition on
the front of a single-family house. Proposed work is within the 100-foot buffer zone to wetlands.
The application has been filed by Xinying Liu and Yueying Liu, of 31 Greensbrook Way,
Belmont, MA 02478.
Copies of the Notice of Intent may be examined at the Conservation Commission, Homer
Building, Town of Belmont, 19 Moore Street, between the hours of 8:30 a.m. and 4:00 p.m.,
Monday through Friday. For more information call the Conservation Administrator at
617-993-2676.
The public hearing for this project will be held on August 3rd, 2026, at 7:00 pm in the
Selectboard Conference Room at the Belmont Town Hall.

Ms. Donham called the Planning Board meeting to order at 7:00 pm. Quorum was established.

a. It was agreed to review and approve these minutes at the time of the next meeting.

a. Case #26-17 – Design and Site Plan Review & Special Permits 131-135 Sycamore Street (GR &
MOZ3A)– Belmont Housing Authority
i. MOTION to waive the reading of the public notice by Ms. Donham. SECONDED by Mr.
Barry. With all in favor, this motion then passed (5-0-0).
ii. Gloria Leipzig and Chuck Laverty, co-chairs of the Belmont Housing Authority (BHA)
Board of Commissioners were in attendance for this case.
iii. Ms. Leipzig said that the new Sherman Gardens will have 120 apartments replacing the
80 apartments currently on site. These affordable and accessible apartments will serve
as homes for senior and disabled persons as well as families.
iv. Ms. Leipzig said that this process began in 2017 and has been supported by Community
Preservation Act (CPA) funding an …

1. Meeting Called to Order
Ms. Donham called the Planning Board meeting to order at 7:00 pm. Quorum was established.
2. Approval of Minutes – April 21, 2026; April 28, 2026; May 26, 2026; June 9, 2026 and June 23, 2026
a. Ms. Donham said with regards to the minutes of May 26, 2026, that the reference to Town
Meeting should have been November, not September.
b. MOTION to approve the April 21, 2026, April 28, 2026, May 26, 2026 and June 9, 2026 meeting
minutes with minor corrections given to Mr. Yogurtian by Ms. Donham. SECONDED by Mr.
Osborn. With all in favor, this motion then passed (5-0-0).
c. Ms. Donham said that she would sit out of this vote as she was not present at the June 23, 2026
meeting.
