Bloomfield Township Rent Leveling Board
Meeting Minutes – June, 24, 2026
The meeting was called to order at 7:10pm by Eric Bernstein, Esq.
Mr. Bernstein read the Open Public Meetings Act notice, stating that notice of the time, date, method of access,
and agenda for this meeting was provided at least forty eight (48) hours prior to the commencement of this regular
meeting. This was done by publishing such notice in the Independent Press and posting such notice on the
Bloomfield Township website and bulletin board.
The Board may conduct one or more Executive sessions during the meeting in accordance with law.
Roll call was taken. Members of the Board were present Desantila Gjata, Pina Pagliuca, Anjanette Hutchinson,
Kathleen DeMarino and Stacey Joney. A quorum was in attendance.
The first order of business according to the Board Chair was the approval of the last meeting minutes. A
motion to approved the last meeting minutes was made by Vice-chair DeMarino, seconded by Stacey
Jones. All five (5) members voted in favor.
Next order of business was the scheduled hearing of Tenant Complaint Hearing 194 Bloomfield
Avenue, Unit 412. Both Tenant (Indira K. Watson) and Attorney Matthew Sebera, Esq. (Landlord’s

property owner, Juan Guallpa. Mr. Guallpa was sworn in and testified he is the property
owner. Fanny Lazo was also sworn in to translate for the applicant, Mr. Guallpa. Mr.
Guallpa testified that the proposed deck would be located in the property’s rear yard. It
will occupy approximately one -half of the pool’s circumference. The deck will be

windows on their property. The Commission heard testimony from the property owner ,
Jennifer Briggs and her Contractor, Liam Boyd of Green Street Exteriors. Ms. Briggs was
sworn in and testified she is the property owner. Mr. Boyd was sworn in and testified he
is the contractor replacing the windows. Ms. Briggs testified she proposes to replace
eleven windows on the property. The replacement will consist of two windows on the
first floor and three windows on the sec ond floor of the front façade of the house. The
additional six windows will be replaced on the side and rear façades of the property. Mr.
Boyd testified the new windows will be white in color, one over one, double hung and the
same size as the existing …
